Part of addressing the state's opioid epidemic is having prescribers and patients be more aware of alternatives to prescription opioids, and removing barriers to patients getting those non-opioid treatments. Some patients need opioids, but some don't, and it is important that they have all the information and the ability to make choices. I sat down with Comcast Newsmakers Jill Horner last week to talk about some important work that needs to be done in this area -- including a change in the state's rules about how early prescribers need to talk to their patients about the risks and alternatives associated with opioids. Today in Delaware, a patient can receive prescription opioids for seven days before having an 'informed consent' conversation with his or her health care provider about risks and alternatives. State Senator Stephanie Hansen has been championing this issue, but has met a lot of resistance.

There has not been a lot of concrete good news in the fight against the opioid crisis, so I wanted to share some that we received a few days ago. It has been well documented that the dramatic spike in opioid overdose deaths is directly correlated to a dramatic spike in opioid prescriptions. And Delaware had among the highest opioid prescription rates in the nation. In 2015, the state's Division of Public health and my office proposed a series of reforms to the state's opioid prescription regulations to try to responsibly reduce opioid prescriptions -- to ensure that prescribers were more careful in recommending them, and that there was more follow-up and monitoring of people who received extended length prescriptions. Secretary of State Jeff Bullock not only accepted our recommendations, he improved them. And now we are starting to see some results, as this article indicates. We have a long, long way to go -- the state has still not invested in drug treatment as it should, and there is more work coming on the prescription front as well to get those numbers down even further. But this is a good sign that when we do the right thing, we can see results and save lives.
