Each year, the U.S. Department of Housing and Urban Development (HUD) requires that the City of Virginia Beach submit an Annual Action Plan (AAP). The plan outlines how the city will use and allocate funding under the following federal entitlement grants:
Community Development Block Grant (CDBG) Program
HOME Investment Partnerships Program (HOME)
Emergency Solutions Grant (ESG) Program
Housing Opportunities for People with AIDS (HOPWA) Program:
The HOPWA program provides funds for the Virginia Beach-Norfolk-Newport News, VA-NC Metro Area.
These funds have been used to support programs to address various affordable housing needs in the city, including addressing homelessness, creating affordable housing opportunities and providing home rehabilitation grants and loans for low- to moderate-income homeowners.
The public may view the current Annual Action Plan (FY 25-26) at Housing & Neighborhood Preservation’s (HNP) offices at the Municipal Center during normal business hours (8 a.m.-5 p.m., Monday-Friday):

The department is in the process of drafting its 2026-2027 Annual Action Plan.

How to Submit Comments on the Draft Plans
