I'm forwarding information that was sent to all social workers and discussed on the NY PLA list serve on Monday. This is urgent info impacting all clinicians and treatment centers who treat people in CT.
There is legislation up for a vote in CT which would require ANYONE providing telehealth services in CT to accept the patients insurance rate (even if the provider doesn't accept insurance), or, if the patient is uninsured, the Medicare rate. This appears to also apply to clinicians out of state treating clients in CT as well.
This applies to all licensed medical and mental health professionals: LMHC's, LCWs, LMSWs, LMFTs, psychologists, MDs, psychiatrists, RNs, APNs, etc. Anyone providing telehealth services to CT residents, regardless of where the provider is licensed.

Forced in person visits - potentially at risk to the clinicians own health and that of their clients,
Forced occupancy of rental property,
Loss of clients who can not make the drive to their current clinician.

Telehealth Action Needed
We are at a critical phase with the current Telehealth Bill, H.B. No. 5198, presenting consequential concerns that require our immediate action. As it stands, the bill contains language that restricts healthcare providers from determining their fees for Telehealthservices for clients who pay privately. This not only infringes on free trade but could also lead to undesirable outcomes, such as:
Restriction of Free Trade: Preventing providers from setting their own rates for telehealth services.
Reduced Access to Telehealth: Many providers may be forced to discontinue offering telehealth services, directly impacting access to healthcare for Connecticut residents.
Expiration of Current Telehealth Law: Without the passage of a bill, the current telehealth law will expire on 6-30-24. While NASW supports the bill, we advocate for the removal of the payment restriction.
Telehealth has been instrumental in bridging the gap in healthcare access, reaching many who would otherwise be left without necessary care. Preserving the integrity and accessibility of telehealth services is vital to ensure no Connecticut resident is left behind.

No. 5198, specifically lines 179-211, concerning telehealth. I support the extension of the telehealth bill but seek the removal of the payment restriction. This language restricts free trade, risks reducing telehealth access, and may force providers to discontinue telehealth services. During a critical time for healthcare accessibility, such restrictions are unacceptable. I urge you to advocate for removing this limiting language, allowing providers to set their fees for telehealth clients, especially those privately paying.
