Out ‘N About Support Services “Where we see the person, not the disability.” Out N About Support Services was established April 22nd, 2002 by Keith C.Billingsly of Mound Valley, Kansas.

Keith had been a social worker at Parsons State Hospital and training center prior to his retirement in 2002, where he was a strong Advocate for individuals with disabilities moving into the community. Because of this belief, Out ‘N About (ONA) was created. Initially, ONA was set up as a rural family agency. This was to allow greater access to things such as, gardening, animal care, and fishing. Since then, ONA has expanded into towns, cities and multiple counties. Keith passed away in 2013 but the agency continues to be family old and is now operated by his daughter, Krista Billingsly Moreno.
