Out ‘N About Support Services “Where we see the person, not the disability.” Out N About Support Services was established April 22nd, 2002 by Keith C.Billingsly of Mound Valley, Kansas.

Keith had been a social worker at Parsons State Hospital and training center prior to his retirement in 2002, where he was a strong Advocate for individuals with disabilities moving into the community. Because of this belief, Out ‘N About (ONA) was created. Initially, ONA was set up as a rural family agency. This was to allow greater access to things such as, gardening, animal care, and fishing. S

ince then, ONA has expanded into towns, cities and multiple counties. Keith passed away in 2013 but the agency continues to be family old and is now operated by his daughter, Krista Billingsly Moreno.

Our hearts are heavy as we cope with the passing of our sweet “Billy Jo”. BJ brought so much joy, love, and can’t forget hugs into so many lives. One of the happiest and most welcoming souls most of us have ever came across. We love you so much BJ. Prayers for our ONA family and for his loved ones and family he left behind.

A celebration of life will be held Friday, June 6th at Forbes-Hoffman Funeral Home in Parsons, KS. We would love for you to come celebrate such a kind and loving soul. 🙏🏽🥹🕊️
