In reality, under the 1976 Toxic Substance Control Act, the EPA can test chemicals ONLY when AFTER evidence of harm has been provided. Even then, the EPA has not managed to effectively ban a known toxic chemical in years. Even chemicals known to cause considerable harm are not banned, such as Asbestos.
