New Mexico Primary Care Association The Mission of the New Mexico Primary Care Association (NMPCA) is to promote the advancement of high quality primary health care services.

The NMPCA has a full-time staff located in Albuquerque that works on behalf of its member organizations and community health centers to develop and provide:
Professional education and technical assistance for the development of staff, boards, and advocates
Legislative and other types of advocacy
Avenues for networking and information sharing among and between member organizations, clinics and staff
Assistance to communities to build infrastructure and secure resources for new primary care clinics
A liaison between members and State and Federal agencies, and other health care related groups and organizations

We remember and honor the life and legacy of Seferino Montano, a servant leader whose faith, compassion, and vision shaped access to healthcare in New Mexico and beyond. In addition to his decades of leadership at La Casa Family Health Center, Seferino played a pivotal role in launching Health Choice Network of New Mexico, helping expand HCN services into the state and laying the groundwork for a model that would later support national network growth.

His leadership helped shape early health center–controlled networks and advanced the development of multi-state infrastructure to support health centers through shared systems, training, and collaboration. Seferino’s legacy lives on in the communities he served, the organizations he helped build, and the countless lives touched by his unwavering commitment to care for those most in need.
