Since opening in September of 2025, DESC’s Opioid Recovery & Care Access (ORCA) Center has had over 3,300 encounters, both at the center and through our outreach program.

In addition to providing medications for opioid use disorder, staff at ORCA “walk side by side” with people and help with “overcoming barriers and creating goals around what they want their life to look like,” said Lupe Hurtado, Peer Counselor on the Patient Outreach Division (POD) team.

Today ETS staff attended with Washington Recovery Alliance to advocate for people in recovery in Washington State! 💜

Throughout the day, dozens of recovery stories were shared during meetings with district legislators — stories that inspire and call for legislative support of vital recovery services and housing in communities.

Based on a community-wide survey across rural, urban, Eastern, and Western Washington, this year’s legislative priorities include:

💜 Generate dedicated revenue to sustain community-based behavioral health and recovery supports.

💜 Protect frontline, low-barrier crisis response and recovery navigation services.

💜 Preserve and expand inclusive, recovery-supportive housing options.

Every person deserves dignity and a chance for renewal. Thanks to dedicated advocates and staff like Rheana Dale, LEAD Screening and Outreach Coordinator at REACH, and programs like LEAD, Seattle is pioneering a new way forward and prioritizing compassion over punishment.

"With the additional funding, LEAD is staffing up. Dale said on-call staff use a dedicated phone to connect with police called 'the greenlight phone' to make arrest diversions. And Dale expects it to be ringing pretty frequently this year."
