We kicked off the day with introductions before diving into the foundations of vital records. From national system overviews to perinatal data insights and security and fraud prevention, attendees got a strong start on the essentials.

How do we know if a health crisis is emerging? We don’t guess. We look at the data.

Vital records provide critical, near real-time data into what is happening across populations.

They help identify patterns like:
• Rising overdose deaths
• Maternal mortality trends
• Chronic disease impacts
• Shifts in life expectancy

These records allow public health professionals to detect issues earlier, respond faster, and allocate resources where they are needed most.

A birth certificate helps a child enroll in school, access healthcare, and begin their journey with a recognized identity.

A death certificate helps a family navigate one of the most difficult moments in their lives, from settling an estate to accessing benefits and closing accounts.

We’re excited to share a new video on the printing of W3C barcode on paper certificates and the role this solution plays in fraud reduction and in the future of digital identity.

Built on the W3C Verifiable Credentials framework, this barcode approach provides a secure, standards‑based way to issue and verify paper certificates.

Several states are testing this technology. By returning a verified, not verified or revoked status along with key data elements, the receiver or verifier of the certificate will know immediately that the certificate has come from the state vital records office and is a true copy.
