Medicare can easily process the payments to the HMO providers on capitation or salary.

But,
Can Medicare provide a Web-based EMR for any provider use?
Can Medicare provide Cloud storage and tools for accessing records safely, tools like searching, spelling, translation, sending, and receiving such as email and other functions?
Can Medicare provide Artificial Intelligence using the data being stored and used?
No Medicare can not provide those and neither can the regular healthcare insurance companies.

Google or Amazon can provide an array of services cheaper than what Medicare would spend to do only the bills processing and payments.

A case can be made that a nonprofit HMO established by Medicare should be run by a company like Google, Amazon, or other giant American companies with vast resources, management expertise, Cloud storage and services, and Artificial intelligence centers.
