NACHC issued the following statement in response to the Department of Health and Human Services (HHS) interpretation of the Personal Responsibility and Work Opportunity Reconciliation Act:

"NACHC is working proactively with our legal and policy experts to understand the impact of the HHS decision to formally rescind a 1998 interpretation of the Personal Responsibility and Work Opportunity Act of 1996 (PRWORA). Federal law (42 USC 254b(a)(1)) requires Community Health Centers (CHCs) to accept 'all residents of the area served by the center.' NACHC will continue to work with experts and lawmakers to ensure CHCs have the information and resources needed to serve over 32.5 million patients who rely on CHCs for care – representing 1 in 10 people across the U.S. and 1 in 5 residents of rural America."

Meet Salvador Rodriguez, a Family Nurse Practitioner (FNP) Resident at Yakima Neighborhood Health Services (YNHS), where he’s been practicing for the past 10 months through the YNHS Advanced Practice Provider (APP) Residency Program.

The choice of a residency program was important to Salvador. “I wanted mentorship, support, and the time to build up my skills,” says Salvador. “The residency gave me space to learn and grow without feeling like I had to figure it all out on my own.”

The program’s mix of hands-on experience, mentorship, and in-depth didactic courses helped him build confidence and find his rhythm.

Hundreds of thousands of Community Health Center advocates across the country have raised concerns about the impact of this legislation on CHCs and their patients. CHCs are already operating under extraordinary financial pressure as they address the chronic disease epidemic with affordable, effective, and comprehensive primary care services. This legislation will add another financial challenge to an already precarious picture: CHC funding is set to expire in less than 90 days.

For nearly three decades, Chris Newman has grown alongside Yakima Neighborhood Health Services (YNHS)—from answering phones as a medical receptionist in 1994 to now serving as the Chief Operating Officer. Her journey is a powerful testament to what hard work, heart, and a commitment to community health can achieve.

“It’s the mission, the values, and the people that have kept me here,” says Newman. “I believe everyone deserves quality care, and I get to be part of that. I’ve grown up at YNHS—it’s not just where I work, it’s a part of who I am.”
