• The hours of care Roper once counted on have been cut dramatically: from 58 hours a week to just 13.

• Another change is coming in January to the VA's home health aide program: reimbursement rates for rural caregiving in Texas will fall by 43%.

• Internal reports obtained by the CBS News Texas I-Team through public records show spending on the program in Texas fell by nearly $125 million over the past year — a 23% decrease — after the VA revised how hours are evaluated and approved.

• Serving rural veterans costs more because of long travel times and a shortage of skilled workers.

• Michelle Jeffries, a caregiver in East Texas, said she is often the only person some of her veteran clients see for days.

• Veterans and families interviewed by the I-Team say they are not asking for constant care — just enough hours to stay safely in their homes.

Representatives Michael Rulli (R-OH-6), Greg Stanton (D-AZ-4), and Chris Pappas (D-NH-1) today introduced H.R. 6592, the Continuous Skilled Nursing Quality Improvement Act of 2025. This bipartisan legislation is the House companion to Senate Bill 1920, which was introduced earlier this year.

The measure modernizes Medicaid’s approach to continuous skilled (private duty) nursing, ensuring that individuals with complex medical needs, many of them children, can access consistent, high-quality care in their homes and communities.

National Alliance for Care at Home and Home Care Association of America (HCAOA) have partnered to support this bill, which aims to establish clear standards for provider participation, and implement robust quality measures. Learn more:
