Did You Know? Connecticut’s Blue & Green Envelope Programs Help Drivers Communicate with Police Officers .
The Envelope Programs were developed to support better communication and understanding between Connecticut drivers and law enforcement—especially during traffic stops.
Blue Envelope Program
Established in January 2020 through a new state law, this program was created to help drivers on the autism spectrum discreetly communicate their condition. Developed by the Connecticut Police Chiefs Association, the DMV, and Southern Connecticut State University, the envelope holds important documents and features tips for both the officer and the driver—ensuring a safer, more respectful interaction.
Green Envelope Program
Originally launched in December 2005 and relaunched in October 2017, the Green Envelope was developed for drivers who are deaf or hard of hearing. This initiative, created in collaboration with the Connecticut Council on Organizations Serving the Deaf, helps bridge communication gaps and promotes safer interactions by providing officers with key guidance.
We’re proud to offer communication support tools designed to improve interactions between drivers and law enforcement officers during traffic stops.
These envelopes are available 24/7 in the Torrington Police Department lobby. If you don’t see any, just pick up the phone next to the main window and an officer will assist you.
