Respected Sir,

We are truly grateful to you for your commendable role during the passing of the Medical Assistant/Pharmacist Bill in the Parliament of India. Your active support and leadership played a key role in ensuring that the long-pending demand of recognizing Medical Assistants/Pharmacist as pharmacists was finally fulfilled. The day the Bill was signed by the Hon’ble President of India gave us a renewed sense of dignity, recognition, and hope. We thank you from the bottom of our hearts for standing by us at that crucial time.

Today, we once again turn to your kind attention, as we face a serious concern regarding our future.

The Health and Medical Education Department has released JKSSB Recruitment Advertisement No. 07 of 2025, dated 29/07/2025, which has excluded Medical Assistants/Pharmacist from eligibility for Junior Pharmacist posts, despite our qualifications and previous eligibility under law.

This move by certain officials is deeply unjust and contradicts:

The Pharmacy Act, 1948, under which we are registered pharmacists.

Previous recruitment notifications where Medical Assistants/Pharmacist were always eligible.

Government orders like 456-JK(HME) of 2023, 457-JK(HME) of 2023, and SO 192 of 2020 that clearly mention our eligibility.

The Medical Assistant/Pharmacist Course Amendment Bill (27 July 2023).

The official directive from SPM-GMC Srinagar (Order No. 27722-2725, dated 10/08/2023) affirming our eligibility.

This sudden and unjust exclusion is affecting over 40,000 trained Medical Assistants/Pharmacist across J&K. Most of us come from humble families who have sacrificed for our education with the hope of a stable government career. This decision has brought disappointment, frustration, and fear for the future.

We humbly request your intervention to:

1. Review and revise the current eligibility criteria in the said advertisement in accordance with the latest government policies.

2. Ensure proper implementation of recruitment rules, aligning with the spirit of the Medical Assistant/Pharmacist Bill and related government orders.

3. Secure the career and dignity of 40,000 Medical Assistants/Pharmacist who are qualified, trained, and capable of serving in the health sector.

We trust your leadership and believe that you will once again stand with us and ensure that justice prevails.

This video clip is a tight slap to those who claim that Medical Assistants/Pharmacist are not Pharmacists.

When the Government of India has recognized us as Pharmacists,
When our Medical Assistant/ Pharmacist Bill was passed in Parliament,
And when the President of India signed it into law,
then why has the Jammu and Kashmir Government excluded Medical Assistants/Pharmacist from the recent JKSSB recruitment?

This is a clear act of injustice, and we will not stay silent.
We are raising our voice not just for ourselves, but for the future of over 20,000 aspirants whose careers are at stake.

Once again, we strongly appeal to the Government of Jammu and Kashmir to immediately review and rectify this recruitment issue.

If the government fails to deliver justice, then we are left with only one option the court. And we are fully prepared to take that legal route to protect our future.

I request all aspirants who have concerns regarding the recent JKSSB recruitment to come forward and join us.

If the government continues to ignore our genuine issues, we have no choice but to seek justice through the court. We are prepared to file for a stay order on this recruitment. Let the court decide now no matter how long the legal process takes, we are ready to fight for our rights.

This is not just about one recruitment this is about our future, fairness, and dignity.

Subject: Urgent Appeal for Inclusion of Medical Assistant/Pharmacist in Junior Pharmacist Recruitment (Advt. Notification No. 07 of 2025)

Respected Ma’am,

With utmost respect and hope, we, the Medical Assistant/Pharmacist of Jammu and Kashmir, humbly submit this open letter to bring to your kind attention a matter of grave injustice and deep concern.

The recent recruitment notification (Advertisement Notification No. 07 of 2025 dated 29.07.2025), issued by the Health and Medical Education Department, has caused immense disappointment among thousands of Medical Assistant/Pharmacist across the Union Territory. After a gap of five years, when pharmacist posts were finally advertised, we were shocked to find ourselves excluded from eligibility — despite being registered pharmacists under the Pharmacy Act, 1948.

Historically, in all previous recruitment drives conducted by the department, Medical Assistant/Pharmacist have been clearly mentioned as eligible candidates for the post of Junior Pharmacist. Our training, qualification, and registration under the recognized statutory body have always been deemed valid and acceptable. However, the current notification appears to rely on outdated recruitment rules and has unjustly excluded our qualification.

This change has directly impacted the lives and aspirations of over 20,000 trained and registered Medical Assistant/Pharmacist. Thousands of us come from humble and economically weaker sections. Our families have made enormous sacrifices to support our education, with the dream of a secure future in government service. Many of us have been working on ground in hospitals, especially during emergencies like COVID-19, contributing tirelessly to patient care and medicine distribution.

Ma’am, this decision not only undermines our professional qualification and years of service but also crushes the hopes of thousands of youth who have trusted the system and stayed committed to public healthcare service. It is disheartening that while recruitment rules of institutions like GMC Srinagar and GMC Jammu have been revised in line with evolving qualifications, the Health and Family Welfare Department continues to rely on outdated guidelines, resulting in such exclusion.

We humbly request your kind intervention in this matter. We appeal to you, Hon’ble Minister, to ensure that the recruitment notification is reviewed and amended, and that Medical Assistant/Pharmacist are reinstated as eligible candidates for the post of Junior Pharmacist, as has been the precedent.

This act of fairness will not only restore justice but will also rebuild faith in the system among thousands of struggling youth. We believe in your leadership and are confident that you will hear our plea with compassion and urgency.

We also request the respected Chief Secretary, Shri Atal Dulloo, to kindly take cognizance of this serious matter and support the rightful demand of Medical Assistant/Pharmacist across Jammu and Kashmir.

Today’s recruitment notification for Junior Pharmacist posts is a clear injustice to more than 20,000 qualified Medical Assistant/Pharmacist across Jammu and Kashmir. We strongly condemn this decision to continue recruitment under outdated rules when new recruitment rules are already under process.

We Medical Assistant/Pharmacist are registered pharmacists under the Pharmacy Act of 1948, and we demand equal recognition and eligibility. We are not against B. Pharma or D. Pharma holders we respect all qualifications but Medical Assistants also have a rightful place in this profession, recognized by law.

Medical Assistant/Pharmacist Bill was passed by Parliament, and our registration is valid under the Pharmacy Act, 1948. Yet we are being unjustly excluded from eligibility for pharmacist posts.

We humbly but firmly request the Hon’ble LG. Governor of J&K, the Health & Medical Education Department, and JKSSB to:

Immediately review this recruitment advertisement

Update the eligibility criteria

Include Medical Assistants/Pharmacist for the post of Junior Pharmacists

We have full faith in the administration and especially in the Shri Atal Dulloo (Chief Secretary, J&K) and Hon’ble Health Minister Sakeena Yatoo, who we believe will take immediate steps to address this matter and ensure justice is done.

If justice is not served, we will have no option but to approach higher authorities and move to court for our rights.

Pharmacist Vacancies in Kashmir: Why the Delay?

While the Directorate of Health Services Jammu continues to function with transparency and efficiency—evident from their timely issuance of seniority lists and action on DPC matters—we, the pharmacists of Kashmir, are left in uncertainty and disappointment.

For years, hundreds of pharmacist posts have remained vacant in the Kashmir division, yet the DPC (Departmental Promotion Committee) process is still pending. This deliberate delay has become a bottleneck, preventing the advertisement of new vacancies. Our question to the Directorate of Health Services Kashmir is simple: How long will this continue?

Many qualified pharmacists completed their diplomas and degrees several years ago. Today, instead of serving in hospitals and helping the healthcare system, they are battling unemployment and the fear of overage. While the health sector faces a shortage of staff, especially pharmacists, capable candidates are left waiting—ignored and unheard.

Is this what public service means? Is the Directorate only meant to draw salaries while playing with the future of deserving youth? Why is there no urgency to complete the DPC and allow new recruitment?

We urge the Lieutenant Governor of Jammu & Kashmir, the Hon’ble Health Minister, and all higher authorities to take immediate action. The youth of Kashmir are losing precious years of their life waiting for opportunities that are being held hostage by administrative laziness.

This is not just a question of jobs. This is a question of justice.

As a pharmacist and a concerned member of society, I feel it is my moral and professional responsibility to raise awareness about the growing threat of drug abuse—especially among our youth.

Today, on World Drug Day, I urge all parents, teachers, and community members to stay vigilant. Sadly, I have personally witnessed cases in our Kashmir where students, even from good families, have fallen into the trap of drug misuse.

We must act before it’s too late. Prevention starts at home and in our schools. I humbly request:

To All Parents:
🔹 Keep a close eye on your children’s behavior.
🔹 Be alert if they are frequently demanding money without clear reasons.
🔹 Observe sudden changes in mood, energy, or friend circles.
🔹 Regularly check their school bags and clothing for unusual items.

To School Authorities & Teachers:
🔸 Make it a routine to randomly check student bags and uniforms.
🔸 Conduct awareness sessions about the dangers of drug abuse.
🔸 Look for early signs—such as marks from injections (syringe pricks), hidden pills, or even insulin syringes.
🔸 Strengthen cooperation with parents and medical professionals.

🔍 What to Check:
1️⃣ Any signs of needle marks on arms or body.
2️⃣ Strange medicines or tablets in school bags or pockets.
3️⃣ Possession of insulin syringes or unfamiliar medical items.
4️⃣ Secretive behavior or unusual physical symptoms.
5️⃣ Sudden drop in academics or personal hygiene.

Let’s not ignore these signs. Silence and delay can lead to serious consequences.
Let’s talk, educate, and guide our children before it’s too late.

We, the Medical assistants/Pharmacist urgently request the Health and Medical Education Department officers to advertise new recruitment posts without any further delay.

The last recruitment was conducted in 2021, and since then, we have been waiting patiently for fresh vacancies to be announced. Whenever we approach concerned officials, we are told that the delay is due to pending DPC processes for existing government employees.

As a member of the Medical Assistants Association, I have personally been hearing this same reason for years now. We want to ask — how long will the DPC take? Why is it that aspirants continue to suffer.

If this delay continues, an entire generation of qualified aspirants will become overage, missing their opportunity to serve despite being competent and eligible.

This is a humble but firm request to the Officer's of Health and Medical Education Department and to the Honourable Minister Health and Medical Education Department Jammu and Kashmir, Miss Sakina Yatoo and also request to worthy Chief Secretary UT of Jammu and Kashmir Mr. Atal Dulloo ji kindly look into the matter and accelerate the recruitment process. Aspirants are losing hope, and we urge you to ensure that justice is done by giving us a fair chance through timely advertisement of posts.
