Meet Kat Baxter (she/they), one of MHLEPQ’s newly appointed Board Directors. 🌟

Kat is a lived experience educator and systems reform advocate who brings eight years of frontline peer work across inpatient and community settings. She currently works at the Queensland Centre for Mental Health Learning, designing and delivering training and resources for the statewide mental health workforce.

With strong experience in governance and sector leadership, Kat has previously served on the Board of QuIVAA, currently serves on the management committee for Queensland Lived Experience Workforce Network (QLEWN), and contributes to community collaboration and education committees within the Royal Australian and New Zealand College of Psychiatrists (RANZCP).

Kat is deeply committed to embedding rights-based, trauma-informed, person-centred and lived experience leadership in mental health governance — and MHLEPQ is thrilled to have her on the Board. 💙

FACT - People experience mental distress in many ways such as neurodivergence or hearing voices. This is shaped by our culture, identity, and worldview. About 1 in 5 Australians experience mental illness each year.

After a big morning talking solutions, issues and shortcomings with the NDIS and disability support system alongside the Director-General and Deputy Director-General, our Psychosocial Peak Body (PPB) Coordinator Simon C and two MHLEPQ members decided to get into the Christmas spirit on the way home.

Huge thanks to our lived experience leaders for bringing their expertise, energy and ideas into these high-level disability consultations – and reminding everyone that human rights and joy can coexist, even in the middle of systems change work. 💙

At MHLEPQ, we’re committed to embedding human rights at the heart of mental health reform—championing consent, dignity, and lived experience leadership to create safer, fairer systems. Rights aren’t just words on paper; they’re the blueprint for real change in Queensland’s mental health services.

Today, on Human Rights Day, mental health consumer peaks from across the country released Australia’s first National Mental Health Human Rights Report led entirely by and for mental health consumers — and the findings are deeply alarming.
The report shows that human rights breaches are happening every day across Australia.
Here’s what people told us:
• 9 in 10 heard discriminatory or harmful comments
• 1 in 2 avoided mental health care because they feared coercion
• More than 1 in 4 agreed to treatment only to avoid being forced
• Half of people in inpatient units weren’t told their rights
• Only 1 in 10 could see a bulk-billed psychiatrist
• 1 in 13 experienced unstable housing or homelessness
• 2 in 5 couldn’t find work because of discrimination
These are human rights violations — not misunderstandings, not one-offs. They are built into the system.

This is why we — together with and mental health consumer peaks from across the country— are calling for a national Human Rights Act to finally give people enforceable rights to safety, dignity, and justice.
