The program me involves people who use drugs in the design and delivery of services, and is developing advocacy plans to advance the human rights of people who use drugs. It has strong focus on building the local capacity of community based organizations and sharing knowledge about what works. Three decades of armed conflict, millions of displaced, poor socio economic indicators and wide availability of o***m and he**in led Afghanistan to face a dramatic growth in domestic drug use. The country which produces 90% of the world o***m has witnessed a 140%
increase in he**in use in the last 5 years, with injection practice escalating in urban areas throughout the country. The MoPH recently confirmed a concentrated epidemic among injecting drug users, and the harm reduction response is building up. The “war on drugs” led by the US, UK and Russia in Afghanistan has persistently promoted dogmatic supply and demand reduction approaches, hereby hampering effective an evidence based HIV/AIDS response and scale up.
