The 2024–2025 NDIA Annual Pricing Review has introduced substantial changes to therapy supports, including a $40.63/hour cut to physiotherapy price limits in South Australia. While we support efforts to align NDIS pricing with market data, we must urgently highlight a growing concern: the systematic devaluation of physiotherapists’ role in functional capacity assessment (FCA) and clinical decision-making.

Physiotherapists are uniquely qualified to assess and address functional performance, postural control, endurance, motor planning, and physical regulation. Yet in practice, NDIS documentation and pricing arrangements rarely acknowledge these competencies—leading to:

FCAs often being dismissed unless completed by OTs or psychologists

A lack of dedicated pricing for complex reporting

Physiotherapists absorbing uncompensated workloads under flat hourly rates

This trend directly undermines participant outcomes, especially for:

Neurodivergent people with co-occurring physical/sensory/motor needs

Participants seeking employment or independence where physical function is a core barrier

Clients requiring access to assistive technology or housing support

It also creates an unsustainable workforce environment, where physiotherapists are expected to perform high-value work with neither professional recognition nor pricing flexibility. This contributes to burnout and loss of skilled practitioners from the NDIS sector.

We urge the NDIA to:

Formally recognise physiotherapists as qualified providers of Functional Capacity Assessments in relevant guidance and participant communications.

Introduce a separate pricing category or reporting item for complex functional assessments—especially where they inform plan reviews, AT justifications, or housing eligibility.

Engage physiotherapy-led services in the upcoming 2026 Therapy Pricing Review to ensure nuanced, evidence-informed pricing reforms.
