In ART, we use a move we often unofficially refer to as the "pipe-cleaner" to resolve this. For you do-it-yourselfers, a massage gun can be useful for this. Hold the involved arm up at 90 degrees with your elbow bent. Slowly rotate back and forth between internal and external rotation while you work the top of the deltoid with the gun.
