Time for legislative change and enforcement. It isn't just kids having fun. This is mob mentality at its worst. Kids take risks, they do not understand consequences, starts with stronger parenting and teaching good morales and values.
The victim here isn't much older than the perpetrator and kids taunting the police... Says a lot about what they have learned and the standards they are exposed to.
