From mid-2026, changes will begin rolling out to the way NDIS plans are created.
This new approach, referred to as new 'framework planning', will change how planning conversations, assessments and budgets are developed for some participants over time. These changes follow recommendations from the Independent Review of the NDIS and updates to the NDIS Act.
What we currently know:
• Planning will place greater emphasis on a participant’s disability support needs, rather than functional impairment
• A new support needs assessment may be used to inform budgets
• Plans are intended to be simpler and longer-term, with funding provided through a mix of stated and flexible budgets
• Changes will be introduced gradually, meaning many participants may not notice differences for some time
Participant rights are not changing. People will still be able to request plan reviews or reassessments if their circumstances change.
