We’re so grateful for our wonderful Home Care Package client, Maria.

During one of our Clinical Care department’s regular check-ins, Maria had some lovely things to say about the services she’s receiving from Gratitude. She also shared a special moment with Aslin, one of our Clinical Care Coordinators, where they sang and danced together to Italian music. The Australian Government’s 2024 Aged Care Residents’ Experience Survey has found improvements in residential aged care, with responses from more than 36,000 residents across 2,603 homes.
The survey showed that 95% of residents feel safe in their homes and believe staff are kind and caring. A total of 91% said they have a say in their daily activities, a 10% increase since 2022. Around 88% reported being encouraged to do things for themselves, up 7% from 2022, while 88% said they would recommend their aged care home, a 3% rise compared with 2023. Satisfaction with food remained steady at 70%.

New Food and Nutrition Standards will come into effect in November 2025, aiming to improve the quality and variety of meals in aged care. The survey findings also form part of each home’s Overall Star Rating, which is published on the My Aged Care website.

Health Minister Mark Butler announced on 3 September 2025 that the government will fast track 40,000 Home Care Packages to ease pressure on the aged care system and support older Australians to remain at home. The decision follows growing concern about long wait times for essential services.

The rollout will take place in two stages this year. 20,000 packages will be released before 31 October, with another 20,000 available between 1 November and 31 December. The remaining 43,000 packages, part of the government’s broader commitment of 83,000, are scheduled to be delivered in the first half of 2026.

The announcement comes as more than 121,000 people wait for aged care assessments, while a further 90,000 have been approved but are still waiting for funding. In total, more than 200,000 Australians are currently unable to access the support they need.

Sector leaders welcomed the move, saying it would provide overdue relief for families and allow providers to expand services more quickly. Advocates have pointed out that around 5,000 older Australians died last financial year while waiting for the level of Home Care Package they had been assessed for.

✨ Home Care Waitlist: September Update:
Australia’s Home Care Package system is under immense strain, with tens of thousands of older people waiting months for vital support.

✨ Who’s Waiting?
🔹 Around 90,000 people have been approved for a package but are still waiting.
🔹Another 120,000+ people are waiting just to be assessed.
This means many are left without the help they urgently need at home.

✨ Why the delay
Approving and assigning 83,000 Home Care Packages now, only to transition those recipients into the new Support at Home program in November would significantly increase administrative complexity and workload for the government.

For people with medium priority, wait times vary by package level. On average, those approved for a Level 1 package wait around 6 months, sometimes up to 9 months. Level 2 recipients typically wait 6–9 months, with delays up to a year, while Level 3 packages often take 9–12 months. The longest delays are for Level 4, where many older Australians wait 12–15 months, and in some cases even longer.

For high-priority cases, the wait times are much shorter across all package levels: All Levels (1–4): High-priority packages are generally assigned within 1 month of approval.

✨ The Human Cost
These delays aren’t just numbers. Older Australians are getting sicker, being admitted to hospital unnecessarily, or moving prematurely into residential care. In the worst cases, people are dying before receiving the support they were promised.

✨ What’s Next?
The government plans to launch the Support at Home program in November, with 80,000 new packages and a $4.3 billion investment. But many experts warn this will not ease the immediate crisis and are calling for more urgent action.

Home Care wait times are not just a statistic. For thousands of older Australians, they mean stress, decline, and loss of independence.

✨Support at Home: End-of-Life Pathway
From 1 November 2025, the new End-of-Life Pathway will be introduced under the Support at Home program, giving older Australians the choice to remain at home in their final months. With $25,000 in funding available over 12 weeks, extendable to 16 if needed, the pathway ensures faster access to care and a compassionate, coordinated approach that supports physical, emotional, spiritual, and psychological needs.

Eligibility requires a diagnosis from a medical or nurse practitioner confirming three months or less to live, along with an Australian-modified Karnofsky Performance Status (AKPS) score of 40 or below. A completed End-of-Life Pathway form, available on the My Aged Care website from 1 November, is required to begin.

The program provides a mix of fully funded and contribution-based services. Clinical care, such as nursing, is completely covered by the government, ensuring vital medical support comes at no cost to the participant. Everyday living services like cleaning or meal preparation, along with supports for independence, may require a contribution depending on financial circumstances. Assistive technology and certain home modifications can also be included where appropriate.

This pathway offers a dignified option for people to spend their final chapter surrounded by familiar comforts and loved ones.

From November 1, the Support at Home program will include rideshare vouchers as part of transport support, with Uber currently offering this feature. This falls under Indirect Transport (taxi or rideshare service vouchers) as outlined on page 121 of the Support at Home Program Manual (Version 3).

The voucher system is managed by providers through the Uber for Business dashboard. Providers can set limits such as value, time, and location, and only pay for vouchers when they are used. Clients receive a link by SMS or email, which loads the voucher into the Uber app as a payment method. When booking a ride, the client selects the voucher, and if the fare is higher than the voucher amount, the difference is charged to their own payment method. Providers can see real-time reports of all trips for oversight and compliance.

Uber vouchers are convenient, flexible, and cost-effective. They allow providers to control usage and track spending accurately. However, they require clients to have a smartphone and be confident using the Uber app, which may not be suitable for all. In some areas, there may also be fewer accessible vehicles available.

Cabcharge remains a familiar option, especially for clients who prefer taxis or do not use technology. It does not require a smartphone and taxis may be more readily available in some regions. The downside is that Cabcharge is less flexible, often requires more manual work for reconciliation, does not provide the same level of reporting and taxi trips are usually more expensive.

For participants who are unable to access Uber themselves, there are alternatives solutions. A provider or support worker can book the ride on their behalf using the organisation’s account. Family or carers can also manage bookings with shared vouchers. Some providers may offer a call-in system so clients can request rides directly through the office. Where Uber is not suitable, Cabcharge can be used as a backup option.

The best approach under the Support at Home program is to use Uber vouchers as the primary method for their efficiency and transparency while keeping Cabcharge available as an alternative. This ensures all clients, whether tech-confident or not, can access transport support fairly.

Under the upcoming Support at Home (SAH) model, older Australians will be able to choose different providers for different services, offering far greater choice, control and flexibility. For example, you could select Provider A for personal care, Provider B for domestic assistance, and Provider C for dementia-specific support, each provider chosen for their expertise, quality, cost, and fit with your needs.

This is a major shift from the current Home Care Package (HCP) system. At present, you receive a single referral code through My Aged Care, which must be assigned to one approved provider. That provider arranges and delivers all services under your package.

If you want to change just one service, like your cleaner for example, it can be difficult. Some providers only use their own staff or subcontractors, meaning outside providers aren’t an option. Even if they agree, they control payment and compliance, limiting your choices. If they refuse, you must change your entire HCP provider, which is disruptive.

With SAH, there’s no single-provider lock-in code, so you can truly mix and match to personalise your care.
