Women with Disabilities Victoria, a Victorian state-wide organisation led by women and gender diverse people with disabilities, proudly supports the First Peoples’ Assembly of Victoria's historic treaty process, which is led by the First Peoples’ Assembly of Victoria and Traditional Owner Groups. We acknowledge the harm and hurt that colonisation has caused and continues to cause First Peoples in Victoria and recognise that we have a part to play in accepting our history, learning from it and building a society in which there is justice and healing for First Peoples. This is a process that benefits us all.

The First Peoples’ Assembly of Victoria and the Victorian government have given all Victorians a gift for a better future. The First Peoples’ Assembly of Victoria sums it up so well: “After nearly a decade of walking the path to Treaty with our communities and generations of resistance and activism from First Peoples, Australia’s first Treaty is here. This is a chance for all Victorians to acknowledge our past, heal, and move forward together.”

Women with Disabilities Victoria acknowledges that the Treaty is not an end but a way forward, we are on board for the journey of healing and coming together

Women with Disabilities Victoria (WDV) is joining the call for the removal of the partner income test for the Disability Support Pension (DSP). We need policies and income support that empower and not endanger - women and gender diverse people with disabilities.

Women and gender diverse people with disabilities are at greater risk of financial abuse. Ableism, sexism and the lack of access to independent income through employment or government income are three major drivers that create financial abuse vulnerability for women and gender diverse people with disabilities.

As part of WDV’s new and continuing member engagement strategy, we consulted with our community hub members, Experts by Experience teams and members. We heard that for many in our community, the Disability Support Pension is their only income source – enabling some measure of everyday independence. However, partner income tests can rip this financial independence away from DSP recipients, forcing women and gender diverse people with disabilities into dependency.

When essential needs like housing, food and medication hinges on the partner’s income, it creates opportunities for financial abusers to control, coerce, and trap victim-survivors in an abusive and potentially life-threatening relationships. We all deserve safety and access to adequate income.

Read what our Youth Expert by Experience, Bella Fantasia, had to say about the disability support pension here: www.wdv.org.au/wp-content/uploads/2024/04/Count-her-in.-And-dont-cut-her-off.docx

WDV condemns the actions of the Northern Territory government. Their youth justice overhaul defies Royal Commission findings and Closing the Gap commitments. We echo the First People’s Disability Network’s statement that Aboriginal and Torres Strait Islander children with disability will bear the brunt. The reintroduction of spit hoods is a dehumanising policy of torture - banned for good reason in 2016.

Damian Griffis, CEO of First People’s Disability Network says “Re authorising spit hoods and turning detention into a first response will result in deeper cycles of trauma and incarceration. Our children need healing and disability support, not more cuffs, hoods and concrete walls. This law takes us backwards to the Don Dale days the Royal Commission exposed.”

We support the calls of the First Peoples Disability Network to:

NT Government — Withdraw the Bill’s punitive clauses; legislate a permanent ban on spit hoods; reinstate detention last resort in the Youth Justice Act.

Commonwealth & States/Territories — Adopt national minimum standards prohibiting spit hoods and mandating disability informed, trauma responsive youth justice models.

Media & Public — Amplify First Nations voices with lived experience of disability; scrutinise claims that harsher detention improves safety.

Our members, Experts by Experience and Community Hub Members told us what they thought about the new NDIS Supports Rules:

Frustrating. Confusing. Not made with them in mind.

Our submission to the Department of Social Services was shaped by insights from nearly 100 members and lived experience experts. They shared their ideas via survey or online consultations. We listened, and their voices directly shaped our submission.

We’re calling for a more inclusive, flexible and gender-responsive approach to NDIS supports—because systems should be built with us, not against us.

You can read the full submission here: www.wdv.org.au/our-work/our-work-with-government/submissions-2

The first tile has the WDV logo in the top right corner, dark purple text down the middle and a light purple PNG icon in the shape of a megaphone placed in the bottom middle. Each following tile in the carousel has various PNG graphics of women and gender diverse people with different abilities positioned in the bottom half. Each tile also has a variety of solid-coloured PNG shapes in the WDV stylised branding. There are two quotes on each tile, under prompts titled “You told us:” and “We recommended:” in relation to feedback received on the NDIS Support Rules and recommendations that were brought forward to the NDIS in response.
