Repetitive movement builds neural pathways. Babies movements start out being involuntary, until slowly, with concentration and repetition, they are able to control their movements.
Their brain synapses start off very few and far between at birth, and by as early as the age of two they are much more developed due to the amount of development that happens in their first two years.
If their development gets interrupted, so does their neural network.
