Our mission is to advocate, promote, and be responsive to the welfare, rights and interests of people with disabilities, and to build a more inclusive community. Our vision is that through advocacy, people with disabilities are empowered to exercise their rights. We provide services to people with a disability who live in the local government areas of:

Priority for sevice will be given to people who are unable to articulate their needs without support and may be experiencing potential abuse, discrimination or negligent treatment, denial or infringement of rights and social isolation.

VALID’s second Advocacy in Action conference will be on 22-23 June at the Novotel in Bell St, Preston. A program is attached.

Our aim is to foster respectful but robust discussion, debate and information sharing in the disability advocacy sector, at a time of profound change and great anxiety for our people and sector.

I’m hoping the conference will offer an interesting two days with sessions including:

-Plenary discussions and dedicated breakout sessions on the NDIS changes
-The Vic Parliamentary Secretary for Disability (in lieu of the Minister) and Shadow Minister for Disability (on consecutive days), with questions from a lived experience panel
-A closing plenary on regulation, safeguarding and advocacy, including Dan Stubbs (Public Advocate), Julie Phillips (DAV) and others
-An “Open Advocacy Mic” session for anyone attending to have their say (briefly) on any relevant issue (registration required)
-A networking / social event with drinks and nibbles at the end of Day One (bookings required)

The registration for the Big Meeting is open

The Big Meeting brings together people with disability in conversations around social and sexual safety. Importantly, the Big Meeting only features keynotes, speakers, performers and panelists who have disability, to highlight the voices and experiences of people with disability, while also challenging the stereotypes and stigma they face regarding social and sexual safety. There is no charge to attend.

Homelessness Access Program

People who experience homelessness die an average of 22 to 33 years younger than those who are housed. This group often faces complex health issues, including chronic illness, mental health conditions, and substance use disorders, yet they encounter multiple barriers to accessing timely, coordinated care.

Evidence shows that the effects of homelessness can be reversed by secure housing which leads to improved overall wellbeing, improved mental health and reduced rates of hospitalisation. In addition, health services play an important role in preventing and reducing the health impacts of homelessness by identifying risk factors and adopting early intervention approaches.

Homelessness in Gippsland continues to increase and is becoming more visible.
While every Gippsland Local Government Area (LGA) except Bass Coast and South Gippsland recorded an increase in the number of people accessing homelessness services over the past 10 years, Latrobe consistently had the highest number of service users.

Gippsland PHN have funded a pilot program in the Latrobe LGA, with a focus on improving equitable access to healthcare for people experiencing, or at risk of, homelessness.

The Homelessness Access Program responds to this priority by helping to reduce barriers to service access and improve overall health and wellbeing through practical, person-centred support.
Breed Street Clinic - primary care delivery
Breed Street Clinic provides free primary healthcare services to people experiencing, or at risk of, homelessness in the Latrobe LGA. Referrals can be made through homelessness or social support providers, Neighbourhood Houses, or individuals can self-present. Services are offered in clinic, via telehealth or through pop-up sessions at Neighbourhood Houses or other community organisations.

Quantum Support Services - improved access and coordination of health care
Quantum Support Services are enhancing access to primary healthcare for people experiencing, or at risk of, homelessness. Through dedicated care coordination, Quantum assists clients with booking healthcare appointments – including GP, allied health, disability, mental health, and Alcohol and Other Drugs (AOD) services – as well as arranging transport and providing brokerage support for medications and travel when needed.

Neighbourhood and Community Houses - facilitating telehealth appointments
Four Latrobe-based Neighbourhood and Community Houses have been equipped with private telehealth facilities through funding from Gippsland PHN’s Homelessness Access Program. These facilities are available free of charge to people experiencing, or at risk of, homelessness, providing a safe and supportive space to access telehealth appointments with healthcare professionals. The initiative helps reduce barriers to primary healthcare for this vulnerable population by offering a safe, supportive environment and guidance to navigate available health services and resources.

Health on Wheels (HOW) - mobile outreach healthcare service
Health on Wheels is a mobile outreach healthcare service commissioned by Gippsland PHN and delivered by Gippsland Lakes Complete Health to support people experiencing, or at risk of, homelessness in the Wellington and East Gippsland LGAs.

The service operates a fully equipped mobile clinic and delivers assertive, culturally safe and trauma-informed outreach, bringing healthcare directly to people in locations they already access, including known rough-sleeping sites and community hubs.

Service delivery model
• Three days per week operating as a mobile clinic across Wellington and East Gippsland
• Two days per week providing community-based outreach, including Neighbourhood Houses

The service is staffed by a Registered Nurse and a Homelessness Support Worker.
Services provided include:
• Health screening and pathology
• Wound care and chronic disease management
• Care coordination, advocacy and referrals
• Needle and syringe program
• Follow-up and linkage to ongoing health and social supports
• Access to digital health platforms, including online GPs, Virtual ED and specialist telehealth services

Improving access, reducing barriers
Through the Homelessness Access Program, Gippsland PHN is supporting more equitable access to healthcare by meeting people where they are, strengthening service coordination and working alongside community partners to address both health and social needs. The initiative helps reduce barriers to primary healthcare for this vulnerable population by offering a safe, supportive environment and guidance to navigate available health services and resources.

This group is for parents who have intellectual disability.

Often parents with intellectual disability become involved with child protection.

When this happens they can become isolated.

Positive Powerful Parents provides a space for parents to come together, talk about their experiences with others who have gone through something similar, learn about self advocacy, share resources & information in a safe and supported space.

Please share our information with any parents you are supporting.

We always welcome new parents and they can bring a support person with them.

at how people with disability use their experiences to be leaders.

Have your say on Victoria’s next disability plan and next autism plans
Help make Victoria a more inclusive, accessible, and fair place.

Consultation for the next State Disability Plan and the next Victorian Autism Plan is now open.
The Victorian Government wants to hear from:

people with disability
Autistic people
families, carers and friends
advocates and allies
disabled people’s organisations
community organisations
local government.
The next plans will set out priorities and actions to make Victoria a more inclusive, accessible, and fair place for all.

The Victorian Government wants to hear about:

what is working well and what could be improved
priorities for the future
ideas for the next plans.
The government will work with the disability community to respond to national disability reforms. This includes changes to the National Disability Insurance Scheme, and the delivery of foundational supports such as Thriving Kids.

There are different ways you can take part. You can choose one or more of these options to have your say.

Free pads and tampons in every local council area
The Victorian Government is making free pads and tampons available across the state.

More people now have access to free pads and tampons when and where they need them. Pads and tampons aren’t a luxury and are essential to health and wellbeing.
• Over 1,000 vending machines with free pads and tampons have been rolled out

in all 79 local council areas in Victoria.
• More than 500,000 free packets of pads and tampons have been dispensed across the state.
• More vending machines are coming. Sites include public libraries and health centres, TAFEs, staffed train stations, sporting precincts and major cultural institutions.

Free measles vaccinations

Research shows that many adults aged 20 to 59 have only had one dose of the measles vaccine and may not be fully protected.

To help keep the Gippsland community safe, Gippsland Regional Public Health Unit is running a regional awareness campaign to encourage people to check their measles vaccination status.

Measles is highly contagious, but it can be prevented with vaccination. If you are aged between 20 and 59, you may need another dose of the measles vaccine.

You can protect yourself and others by:
• Checking your vaccination history
• Speaking with your GP or pharmacist about whether you need a measles (MMR) vaccine
• Getting vaccinated if you are not fully protected

Free measles vaccinations are available for eligible people through council immunisation clinics and participating pharmacies.

New 1800MEDICARE service offers free, 24/7 health advice

The Australian Government has launched 1800MEDICARE (1800 633 422), a free, national service providing 24 hours a day, 7 days a week health advice to anyone in Australia.

By calling 1800MEDICARE (1800 633 422), patients can speak with a registered nurse who will assess symptoms and provide advice on next steps. This may include self-care at home or referral to appropriate services such as a GP, Medicare Urgent Care Clinic, pharmacy, or emergency department.

The service also includes a website and mobile app. It is free, available nationwide, and does not require a Medicare card.

1800MEDICARE forms part of the Strengthening Medicare initiative, aimed at improving access to care and reducing pressure on emergency departments.

Position Details
Position Title: Executive Officer
Classification: SCHADS SACS 8.1
Accountability: The Executive Officer (EO) is accountable to the Gippsland Disability Advocacy Board of Management.

Position Summary
The position of Executive Officer will be responsible for leading, and management of services provided by Gippsland Disability Advocacy. The role includes a small amount of senior level advocacy and is required to be performed onsite.

Conditions of Employment
Employment conditions will be generally in accordance with the Social, Community, Home Care and Disability Services (SCHADS) Award (MA000100).
The role is required to work reasonable additional hours as necessary to fulfil the responsibilities of the position. The salary and additional leave entitlements are provided in recognition of these requirements. Overtime payments and time off in lieu do not apply.

Private use of the organisation’s vehicle is available; however, such use is not unlimited and is subject to reasonable limits, approval, and organisational policy.
Six weeks annual leave – This entitlement includes an additional two weeks granted in recognition of reasonable additional hours worked as part of this role. This role does not attract overtime payments or time in lieu.

Portable Long Service Leave.

The position is offered at 0.8 EFT (30.4 hours per week), with the intention to increase to full-time (1.0 EFT) subject to funding availability. Flexibility in working hours is desirable and will be negotiated to meet the requirements of the role.
Any additional hours worked are to be monitored and managed to ensure workload remains reasonable and supports employee wellbeing.

Appraisal and performance reviews will be conducted against funding contract and/or stated organisational KPIs and expected outcomes, at annual intervals.
This role is subject to a six-month probationary period.

Principal Role
Reporting to the Board, the Executive Officer’s areas of focus include:

Leadership and Strategic Delivery: Lead, resource, and inspire the Gippsland Disability Advocacy team to deliver the current Strategic Plan and support the development of the next Strategic Plan. Translate strategy into practical, achievable outcomes.

Organisational Capability: Ensure the organisation has the capability and capacity to deliver services effectively, including supporting leadership development, staff growth, and operational excellence.

Service Outcomes and Client Focus: Support staff to maximise positive outcomes for people with a disability, ensuring that services are high-quality, responsive, and guided by contemporary best practice.

Culture and Inclusion: Promote an equitable, inclusive, enabling, and empowering workplace in which all team members can thrive, develop, and bring their full selves to a workplace that celebrates diversity and inclusion.

Business and Governance: Oversee efficient and sustainable business operations, financial management, and compliance with governance, legal, and regulatory obligations. Ensure the organisation’s financial sustainability and effective resource management.

Tendering and Funding: Lead the preparation, submission, and management of tender and grant proposals to secure ongoing funding and support organisational growth. Maintain strong relationships with funders, donors, and relevant stakeholders.

Stakeholder Engagement: Build and maintain productive relationships with the Board, local community organisations, funders, donors, government, media, and relevant peak bodies.

Values and Decision-Making: Promote and demonstrate the values of Gippsland Disability Advocacy. Make decisions that reflect the organisation’s philosophy and uphold the human rights of people with disabilities as citizens and consumers of services.

Reporting
Submit timely and accurate reports to the Board and Funding Bodies.
Meet all requirements of Performance and Data reporting to Funding and Statutory bodies.

Meet requirements of annual reporting obligations for the organisation, including the preparation and distribution of annual reports.

Risk Management
Give high priority to risk identification, assessment and management for the organisation.
Ensure that all staff are compliant with OH&S Acts, regulations and guidelines.
Ensure that complaints and critical incident processes are handled efficiently and effectively.

Human Resources
Implement and maintain comprehensive human resource policies and procedures.

Ensure the provision and maintenance of a safe working culture and environment for all staff, volunteers, participants, and contractors through the implementation of policies and procedures that comply with the Occupational Health & Safety Act 2004. Promote a proactive approach to health and safety, including reporting incidents, hazards, and ensuring all individuals take reasonable care for their own and others’ safety.

Partnerships
Develop and maintain positive working relationships with the wider disability advocacy sector, including maintaining membership of (VICRAN) Victorian Rural Advocacy Network, (DARU) Disability Advocacy Resource Unit, (DAV) Disability Advocacy Victoria, and (DANA) Disability Advocacy Network of Australia.
Provide input into systemic advocacy through membership of State-wide and National Disability Advocacy and Rights Networks and Peak Bodies.

Through participation in relevant community and professional networks and projects, encourage the establishment and ongoing support for self-advocacy and community groups in the Gippsland region to promote self-reliance among people with disabilities.

To comply with Government and Disability Advocacy Sector expectations, formalise and maintain a consumer advisory body to provide input and feedback to the Gippsland Disability Advocacy Board, to participate in formal reviews of service provision and to represent Gippsland Disability Advocacy in the wider Disability Sector as necessary.

Key Selection Criteria
Applicants are encouraged to provide examples of how they meet the following criteria:

Leadership and Management: Demonstrated experience as a leader who inspires, develops, and motivates staff. Evidence of mentoring and supporting staff, fostering a positive culture, and driving performance aligned with organisational values.

Strategic Planning and Goal Achievement: Proven ability to set goals, prioritise work, manage time effectively, and work independently to achieve organisational objectives and KPIs.

Financial and Operational Management: Experience monitoring budgets, resources, and staff to ensure operational efficiency, sustainability, and alignment with organisational strategy.

External Representation and Advocacy: Evidence of building the profile of an organisation through strong representational skills, relationship-building, and effective networking with stakeholders, government, donors, and the community.

Sector Knowledge: Sound understanding of the disability advocacy sector, service delivery trends, policy developments, and relevant human services contexts.

Senior Leadership Experience: At least five years’ experience in a senior leadership or management role within a human services or disability-related field.

Policy and Compliance: Ability to analyse and respond to policy documents and funding contracts, and to ensure compliance with reporting requirements for funding bodies.

Communication Skills: Demonstrated ability to communicate effectively in writing and verbally with a wide range of audiences, including staff, the public, government, and other stakeholders.

Networking and Collaboration: Ability to liaise and build productive relationships with government departments, community organisations, and networks at local, state and national levels.

Legislative and Standards Knowledge: Knowledge of current Disability and Human Rights Legislation, Human Rights Conventions, the Victorian Human Rights Charter, National Disability Advocacy Standards, the Victorian Disability Services Standards, National Standards for Disability Services, Child Safe Standards and the Social Services Regulations.

Organisational and Business Acumen: Strong strategic and business skills with experience translating strategy into practical outcomes, supporting effective governance, and ensuring financial sustainability.

Prerequisites
A tertiary qualification in a relevant field.
At least five years’ experience working in a Disability Advocacy or Community Services related field at a senior leadership level.
Hold a current driver’s licence or have the ability to travel to and between work locations as required for the role.
Current Working with Children Check.
Current Police Check.
Current NDIS Worker Screening registration.
Comply with government vaccination requirements.
Three current professional referees, preferably within the last five years.
