Deep Eye Care Foundation Leading eye care provider in the northern region of Bangladesh!

Deep Eye Care Foundation (DECF) is a non-government, community based eye health care organization which commenced its strenuous journey on 9th October, 2008 in Rangpur with a view to provide equitable and quality eye care services to all the people of Northern Part of Bangladesh. Since its inception, it has always been a matter of special emphasis to reach the unreached people and the poorest segment of the society where the impact of needless avoidable blindness is most damaging. Within only thirteen years, DECF is capable to deliver high quality eye care services at tertiary level to the large community of this region by achieving internal faith, outstanding development and established him as one of the recognized eye hospital in Bangladesh. Nowadays DECF operates several sub-special departments like – Pediatric Ophthalmology, Vitreo-Retina, Orbit-Oculoplasty, Cornea and Glaucoma for the first time in this region to ensure high quality eye care services including cataract through modern equipment and instruments and sub-special trained doctors. DECF provided satisfactory eye care services to more than 1.5 million people directly through their OPD and several programs. More than 100 thousands ocular surgeries were successfully performed for restoring visions, including more than 1100 pediatric cataract surgeries operated in this region. Thus, DECF has been playing a very important role to prevent avoidable blindness problem and increasing Cataract Surgical Rate (CSR) for this region. DECF also organized thousands of outreach programs for the poor community in the remote areas of this region to ensure them quality eye care and ocular surgeries. To create public awareness about eye health, DECF organizes several workshops, seminars with different stakeholders, including students and teachers every year. DECF has been playing very significant role to develop eye care professionals of all levels to shoulder the requisite responsibilities adequately through establishing a training and research institute named Deep Institute of Community Ophthalmology (DICO). DICO operates several training modules for Ophthalmologist, Doctors, Mid-level Ophthalmic Personnel (MLOP),
Outreach workers, Healthcare managers and Researchers to build their existing capacity and accelerate eye health care facilities as well.

We are thrilled to announce that our research project, “Assessing Visual Health among High-School Students through a School-Based Vision Corner Initiative,” has been selected for a research grant by the Bangladesh Medical Research Council (BMRC)! This achievement marks a significant step forward in our mission to expand our research field and make a meaningful impact on public health.

Dr. Khairul Islam Sir, as a Principal Investigator, officially signed the agreement with BMRC on 12th March 2025. Special thanks and congratulations to Dr. Sajeda Azizi and the entire team for their exceptional efforts and dedication in securing this grant.

Our Story

Deep Eye Care Foundation Deep Eye Care Foundation (DECF) commenced its strenuous journey as a non-profitable, non-government, community based organization on 9th October, 2008 (the world sight day that year) with a view to provide equitable and quality eye care services to all the people of Northern Part of Bangladesh. Since its inception, it has always been a matter of special emphasis to reach the unreached people and the poorest segment of the society where the impact of needless avoidable blindness is most damaging.

There can be no denying that in a developing country like Bangladesh, government alone cannot provide all the health care needs. This is for a number of factors like burgeoning population, insufficient infrastructure, ageing population, diseases in pandemic proportions, illiteracy and frequent natural disasters. Understandably, DECF undertook the mission to supplement the services provided by the government and other organizations working in this region to achieve a better eye care service scenario and to make tangible contribution to achieving the objectives of "Vision 2020", the global initiative for the elimination of avoidable blindness from the world by the year 2020.

Within only ten years, DECF is capable to deliver high quality eye care services to the large community of this region at their door steps and achieved their internal faith, through outstanding development. DECF provided satisfactory eye care services to more than a million people directly through their OPD and several programs. More than 55000 surgeries were successfully performed for restoring visions, including 700 pediatric cataract surgeries operated for the first time in this region. Thus, DECF has been playing a very important role to prevent avoidable blindness problem and increasing Cataract Surgical Rate (CSR). DECF also organized thousands of outreach programs for the poor community in the remote areas of this region to ensure them quality eye care. To create public awareness about eye health, DECF organizes several workshops, seminars with the people of different classes and professions, including students and teachers every year.

Now a day’s DECF operates several sub-special departments like – Pediatric Ophthalmology, Retina, Orbit- Oculoplasty, Cataract, Glaucoma to ensure high quality eye care services through ultra-modern equipments and instruments and sub-special trained doctors. DECF is also aware of the necessity to develop eye care professionals of all level to shoulder the requisite responsibilities adequately through conducting training for Ophthalmologist, Mid-level ophthalmic personnel (MLOP), Outreach workers, Healthcare managers and Researchers under "Deep Institute of Community Ophthalmology (DICO)". Since the inception of DECF, it has been working on capacity building and undertaking measures for making DECF a sustainable tertiary level Eye Care Organization which is not very far away.
