Being deaf does not automatically make someone guilty or innocent.

It is their fault and they are responsible because they were ten men, including one who was deaf, against a deaf person. I want them arrested immediately.

If only the driver or motorcyclist is at fault, then it will be easy to resolve. If someone is deaf and unable to communicate, which includes a member of their family who can sign, then they have the right to be represented.
