CIOMR - The Confédération Interalliée des Officiers Médicaux de Réserve (Interallied Confederation of Medical Reserve Officers) was founded in Brussels in 1947. Nowadays the reserve officers associations of most NATO countries are members. Also organizations of non-NATO countries are (associate) members: Austria, the Republic of South Africa, Singapore and Switzerland. Delegates are physicians, dentists, pharmacists, veterinarians, nurses, technicians and medical service corps officers.

📆 Wednesday 28th January -ARO Joint programme ✨

We joined with our partner organisations CIOR, CISOR and NCR to hear from senior leadership from across the Alliance, focusing on how reserve forces are transforming to meet the demands of future conflict.

We opened with General Aurelio Colagrande, Deputy Supreme Allied Commander Transformation, who underscored the urgent need for rapid, adaptive transformation across NATO to maintain readiness and strategic advantage in an increasingly complex security environment.

Lieutenant General John P. Healy, Chief of the U.S. Air Force Reserve, highlighted the enduring importance of personal relationships, multinational training, and interoperability at both tactical and strategic levels. He emphasised the breadth of international partner missions undertaken by the USAF Reserve, reinforcing the principle that we are truly .

“High-end tactical interoperability provides a decisive advantage.”

Rear Admiral M.A. Hopper, Chief of Reserves (Canada), set out why reserve forces must continue to modernise and fully integrate into force posture plans in response to evolving global threats. He highlighted the critical contribution reservists make in enhancing capability, resilience, and lethality across the Alliance.

Finally, General Martin Herem, former Commander of the Estonian Defence Forces, provided a compelling overview of Estonia’s defence model, demonstrating how an effective conscription system can motivate and engage youth while delivering credible national defence.

A powerful day of insight, challenge, and collaboration across the Alliance.

Speaker: Maj Gen John Kendall (UK)

Yesterday, Maj Gen John Kendall reminded us that even in a world of high-tech drones, "survival in the trenches" is still a primary concern. We’re moving toward a "20-40-40" split of survivable, expendable, and consumable uncrewed systems.

While we look to automate more because "people are really expensive," the General noted that the "last 500 meters" of a battlefield are still the hardest to automate.

The Takeaway: Tech is vital, but the human element in the dirt remains the baseline of conflict.

📆 CIOMR 2026 Winter Meeting – Tuesday 27 January

Day two of the Winter Meeting brings a full programme focused on the changing character of war, large-scale combat operations, and the future of NATO medical interoperability.

The morning opens with senior leader perspectives on how wars occur, the modern battlefield, and forecasting future conflict through a medical lens, including insights from NATO Allied Command Transformation (ACT).

This is followed by sessions on preparing medical formations for LSCO, digital transformation of NATO healthcare interoperability, and a senior leader panel featuring multinational perspectives. The JMROW focus group backbriefs will highlight emerging themes and opportunities for Reserve integration.

The afternoon shifts to a war game designed to explore decision-making and collaboration in complex operational environments, before closing the formal programme.

The day concludes with a Joint Welcome Reception at the Norfolk Library Slover Center, hosted by the United States Delegation.

We look forward to another day of meaningful discussion, collaboration, and shared learning across the Alliance.

Despite the challenges posed by Storm Fern, the programme proceeded as planned thanks to the professionalism, adaptability, and commitment of all involved.

President Designate Brigadier Jaish Mahan opened the morning sessions focusing on the Military Medical Committee Workshop.

From learning about life-saving vascular trauma techniques to the latest in simulation training and lessons learned from Ukraine, it’s a packed morning of professional development.

Ahead of the CIOR–CISOR–CIOMR Winter Meeting 2026 in Norfolk Virginia, delegates are welcomed to the JMROW Induction Day, providing an essential introduction to Junior Medical Reserve Officers and the NATO framework early in their military career.

The induction day is designed to ensure a shared understanding of JMROW’s role, NATO structures, and national perspectives, setting the conditions for effective engagement throughout the Winter Meeting.

The day included:
• A formal welcome to JMROW
• Introductory remarks from senior leadership
• An overview of JMROW and its role
• An introduction to NATO structures and context
• Focus groups with back briefs preparation
• An evening JMROW social event

We look forward to welcoming participants for a focused and engaging start to the week.

As the year draws to a close, the Confederation of Interallied Medical Reserve Officers (CIOMR) extends its warmest seasonal wishes to our members, colleagues, and partners across the Alliance.

2025 has once again highlighted the vital contribution of medical reservists to collective security, resilience, and readiness. Your professionalism, commitment, and shared values continue to strengthen NATO’s medical capability and the bonds between our nations.

At this time of reflection, we recognise those serving on operations and exercises during the holiday period, and we thank their families and loved ones for their continued support.
