About EUDIPPA
The European Digital Peer Patient Alliance (EUDIPPA), based in Brussels, Belgium, is committed to empowering patients and digital healthcare consumers. By integrating patient perspectives, the alliance addresses critical gaps in quality of care and patient safety, as highlighted in the recent WHO Europe report.

Governance of EUDIPPA’s data and operations is managed by the Swiss company DocSWISS, ensuring that all data complies with the EU Digital Data Acts and the European Health Data Space. DocSWISS leverages monitoring technologies developed at the DLR Cologne Bonn Space Medicine Centre, integrating vital life signs into a decision cockpit that empowers patients with real-time health insights. This system also includes the Human Health and Performance Risk Qualification System, which facilitates the online allocation of limited healthcare resources. This approach ensures not only compliance but also the practical use of digital tools to enhance patient care.

EUDIPPA promotes patient engagement in clinical trials and drug development, collaborating with stakeholders to develop ethical, patient-centered guidelines. The organization actively participates in EU-level discussions on harmonizing the assessment and reimbursement of digital medical tools, ensuring accessibility and alignment with patient needs.

To better tailor its efforts, EUDIPPA employs the World Health Organization Disability Assessment Schedule 2.0 (WHODAS 2.0). This tool identifies the needs of patient groups with similar literacy levels, diagnoses, and degrees of disability, handicap, or invalidity. By leveraging this framework, EUDIPPA ensures its work directly addresses the specific challenges faced by diverse patient communities.

To empower patients and healthcare consumers through digital innovation, enabling informed participation, equitable access, and enhanced well-being while addressing critical gaps in quality of care and patient safety across the WHO European Region.

Mission
EUDIPPA bridges the gap between patients, digital health innovation, and regulatory frameworks by:

Advocating for patient-centered approaches in the development and use of healthcare technologies.
Aligning patient involvement efforts with multidimensional quality improvement frameworks as recommended by WHO.
Providing education and resources for patients to navigate healthcare technologies and support a whole-system approach to quality of care.
Strategy
1. Engagement and Advocacy
Collaborate with EU policymakers, healthcare providers, and industry leaders to ensure patient voices are central to regulatory and clinical trial decisions.
Advocate for harmonized regulations and frameworks to enhance patient safety and quality of care across the WHO European Region.
2. Education and Awareness
Develop tools and resources to educate patients about their rights and roles in clinical trials and the digital healthcare ecosystem.
Promote awareness of WHO-recommended quality improvement frameworks through events, webinars, and public campaigns.
3. Innovation and Collaboration
Partner with organizations to create ethical guidelines for patient participation in clinical trials and digital health development.
Support the integration of patient perspectives to improve population health outcomes, aligning with the six dimensions of care outlined by WHO.
4. Assessment and Reimbursement
Contribute to EU efforts to harmonize evaluation and reimbursement processes for digital medical tools.
Provide recommendations that ensure fair and transparent access to innovative healthcare solutions while addressing governance and health system functions.
Focus on Patient Involvement
EUDIPPA emphasizes fostering patient engagement in clinical trials and digital healthcare solutions in line with EU and WHO recommendations. By utilizing the WHODAS 2.0 framework, the alliance identifies and addresses the unique needs of patient groups, ensuring tailored interventions that align with their literacy, diagnoses, and functional capacities.

With governance provided by DocSWISS, EUDIPPA operates within a robust framework of compliance and innovation. DocSWISS ensures that all data aligns with the EU Digital Data Acts and the European Health Data Space, enabling seamless integration of patient information. Its cutting-edge monitoring technology, developed at the DLR Cologne Bonn Space Medicine Centre, integrates vital signs into a decision cockpit designed for patients to actively manage their health. Moreover, the Human Health and Performance Risk Qualification System facilitates the equitable online allocation of limited healthcare resources, aligning with EUDIPPA’s vision of sustainable and high-quality care.

By integrating real-world patient insights and leveraging advanced digital tools, EUDIPPA aligns its vision and mission with the WHO’s call for multidimensional quality improvement frameworks to advance patient safety and quality of care across the region.
