Midwifery Regulatory Council of Nova Scotia The Midwifery Regulatory Council of Nova Scotia protects the public interest by regulating Midwifery in the province

The Midwifery Regulatory Council of Nova Scotia (MRCNS) and the Nova Scotia College of Nursing (NSCN) were directed by the Government of Nova Scotia, in 2024, to amalgamate and become a new multi-profession regulator by mid 2026. This amalgamation is in line with the provinces new Regulated Health Professionals Act.

MRCNS and NSCN continue to collaborate closely to prepare for the amalgamation, with a shared commitment to regulating in the public interest and promoting public safety.

Holiday Hours

MRCNS will be closed on the following dates:
December 24, 25, 26 & 31
January 1

MRCNS staff will be working virtually on the following dates:

On November 9, 2023, the Nova Scotia Government passed the Regulated Health Professions Act, which establishes a common and consistent regulatory framework that will apply to all health professions in Nova Scotia. We have recently received confirmation from Government that MRCNS will migrate to the new Act by the summer of 2026.

The new legislation offers a modernized structure using enabling language that will provide greater flexibility for midwifery regulation. The timeline will allow MRCNS to continue with ongoing operational priorities while preparing for the new legislation in 2026.

This enabling legislation has allowed us to propose an amendment to the midwifery scope of practice to allow a broader scope of care and enhance access to care to families in Nova Scotia.

The Council

The mandate and legislated duty of the Council is to serve and protect the public interest by regulating the practice of midwifery. The Council registers qualified, competent midwives to provide safe, high quality care to women and their families in Nova Scotia. The Council is mandated to protect the public by ensuring that all registrants engaged in clinical midwifery practice are safe, competent and ethical practitioners.

The Council is responsible for:

(a) regulating the practice of midwifery in accordance with the registration, licensing and professional conduct processes set out in this Act and the regulations;

(b) establishing, maintaining and promoting standards of midwifery practice; and
