It really is this simple. It doesn't take much effort to find numbers for local farms and once you talk with a farmer, he/she will know the numbers for the local butchers.
By buying the steer directly from the farmer and by paying the processing fees to the butcher, you cut out all the middlemen and don't have the additional costs of USDA certification, etc...
You'll end up with better quality meat and help local businesses during these difficult times..
