It is with deep sadness that Annapolis Valley First Nation shares the news of the passing of Deborah Ann “Debbie” Toney on Tuesday, November 11, 2025.

On behalf of Chief Gerald Toney, Councillor Nastasya Kennedy, Councillor Monique Holland, and all AVFN staff, we extend our heartfelt condolences to Debbie’s family, friends, and all who loved her.

Debbie was a respected and cherished member of our community. Her presence was felt in every space she entered—kind, strong-willed, generous, and always ready to lend her voice and her heart to the causes she believed in. Most recently, she was an active and dedicated member of the AVFN Mawio’mi Planning Committee, where her thoughtful guidance, passion, and commitment to culture and community shone brightly.

A lifelong learner and advocate, Debbie pursued studies in Political Science and Earth & Environmental Science at Acadia University. Her love for environmental stewardship led her to co-found the Earth and Environmental Science Association, where she encouraged students to learn, debate, and care deeply for the land and waters that sustain us. She shared her knowledge widely—often leading lectures and inspiring others to protect the earth with the same strength and conviction she carried throughout her life.
Debbie’s generosity extended far beyond the classroom. She volunteered with Open Arms, local soup kitchens, and the Purple Peacock, always putting others first. Her devotion to her family, chosen family, and her beloved cats was unwavering and filled with love.

Debbie leaves behind her mother, Sandra; her brothers Jerry (Mary Ellen) and Billy; her niece and nephew, Courtney and Cash; her chosen family Jessica, Aleigha, and Princeton; and many extended family members and friends. We hold each of them in our thoughts and prayers during this difficult time.

AVFN is grateful for Debbie’s contributions, her friendship, and her strong spirit. She will be deeply missed in our community—at our events, in our circles, and especially among those who worked alongside her.

Wela’lin, Debbie, for everything you gave.

May her memory continue to guide and strengthen us.

Services will be held at White Family Funeral Home (visitation November 18, 2–8 p.m.) and Cambridge Baptist Church (funeral November 19 at 11 a.m., with interment to follow).

All AVFN Offices will be closed out of respect for the Toney family on Wednesday, November 19th. AVFN Businesses including the gas bar and smoke shop will be closed until 2pm.

Annapolis Valley First Nation Breaks Ground on Exit 14A Development

Annapolis Valley First Nation (AVFN) Chief and Council, alongside our partners at the Government of Nova Scotia, Government of Canada, and Dexter Construction, celebrated a major milestone today with the official sod turning ceremony for the Exit 14A Highway Development Project.

The event, held at the future site of Exit 14A in Cambridge, marked the beginning of a long-anticipated infrastructure project that will enhance connectivity, safety, and economic opportunity for the region. The development represents a historic collaboration between Annapolis Valley First Nation, the Province of Nova Scotia, the Government of Canada, and Dexter Construction.

Chief Gerald Toney opened the ceremony with remarks emphasizing the community’s leadership and vision:
“This project represents more than just a new exit — it symbolizes progress, partnership, and a shared commitment to the growth and prosperity of our Nation and our neighbours. It reflects years of advocacy and relationship-building rooted in respect, collaboration, and a vision for future generations.”

The ceremony included remarks from Hon. Chris Palmer, MLA for Kings West and the Hon. Leah Martin Minister of L’nu Affairs representing the Province of Nova Scotia, and Kody Blois, Member of Parliament for Kings–Hants, representing the Government of Canada. Both acknowledged the strength of the partnership and the significance of the project in advancing regional infrastructure and Indigenous-led development.

Following the remarks, Chief Toney was joined by MLA Palmer, Minister Martin, MP Blois, Dexter Construction representatives, and AVFN Council members for the official sod turning and photo opportunity. The ceremony concluded with media availability and a light luncheon at the AVFN Band Office, where guests and dignitaries continued to share in the celebration.

Chief and Council extend heartfelt thanks to Elder Sarah MacDonald for her prayers and guidance, Dexter Construction for their partnership, and provincial and federal representatives for their continued support.

“This is a moment of pride for Annapolis Valley First Nation,” said Chief Toney. “It demonstrates what can be achieved when governments and communities work together in the spirit of respect, reconciliation, and shared progress.”

The Exit 14A Highway Development Project will provide safer and more direct access to the community and surrounding areas, supporting long-term economic development and improving transportation infrastructure for all residents of the region.

Our hearts are full after an incredible 2025
Strawberry Mawio'mi here at Annapolis Valley
First Nation. It was truly a joy to welcome dancers, drummers, families, friends, and visitors to celebrate our culture, community, and the strength of our people.
We want to extend our deepest gratitude to everyone who joined us, travelled to be with us, volunteered their time, or helped make this day possible in any way. Your presence and energy made the circle strong.
A special thank you to:
• Our Cultural Coordinator and MC: Jeff Ward.
• Our Host Drum and Invited Drums whose songs carried us throughout the day.
• Our Eagle Staff Carrier and Flag Bearers for leading us into the arena with pride.
• Our Head Dancers, whose steps guided us with honour and tradition.
• The Mawio'mi Planning Committee for their dedication and countless hours of preparation.
We raise our hands to all who helped lift up this celebration. This gathering reminds us how powerful it is when community comes together in ceremony, culture, and joy.

Important Update! Pow Wow Feast Cancelled!
Annapolis Valley First Nation would like to let community members and guests know that the Pow Wow Feast has been cancelled due to an unexpected refrigeration issue that has affected our food storage.
We're very disappointed to have to make this change, but the safety of our community and guests comes first.
The rest of our Strawberry Mawio'mi (Pow Wow) celebrations will continue as planned — we hope everyone still joins us for a beautiful day of dancing, drumming, and celebration.

To support this growing community AVFN operates a variety of business units including the recently acquired Webster’s farm and a commercial fishery. The community has also established a health centre with access to a nurse practitioner and Doctor on staff one day per week and runs its own p-12 education school program. The community is dynamic and always looking for partnership opportunities and growth to support the future of the AVFN.
