It's bitterly cold out there and your hard work is appreciated.

UPDATE #4 (1200)
More homes and businesses have had electrical services restored. Atco Electric crews are continuing to work on power restoration as quickly as possible. We thank those who have opened their homes or businesses to share their warmth during these cold temperatures. Unfortunately, we do not have any additional information on original cause of the outage however we understand that Atco Electric has isolated the area that requires repair work. Atco is anticipating electrical services for areas that are still affected should be restored early this afternoon.

City facilities that have power now have phone access as well. The Energy Centre has regained power.

An additional update will be posted by 1400 (2:00 pm).

The substation is back online, and ATCO is working to resolve areas that are still without power.

The City of Cold Lake understands this can be a difficult situation for homes without power in these temperatures. For anyone in need of a place to warm up, Cold Lake and District FCSS is open.

Status of City facilities:

FCSS: no power (no internet/phone lines)
Energy Centre: no power
Public Works: no power
Fire stations: no power (but ready to respond)
Transfer Station/Landfill: power / open

The City of Cold Lake has confirmed with ATCO the substation has been repaired, and that power is slowly being restored in certain areas.
Should anyone still be without power and need a place to warm up, Cold Lake and District FCSS is open.
We understand that some areas are still without power, including several street lights along highway 28. Crews continue to work to resolve these issues. These intersections are to be treated at four-way stops unless working or blinking.

An additional update will be posted by 1030.

As of Friday, January 23, at 8:45 am, the City has confirmed with ATCO that the issue originated at a substation. ATCO is actively working on a solution and anticipates that power should be restored in about one hour.

The City of Cold Lake continues to monitor the situation and make plans in the event that the outage persists.

The City will provide another update by 10:00am.

As of Friday, January 23, at 7:55 am, ATCO is reporting power outages in northeast Alberta. Various areas are affected, including parts of Cold Lake.

The City is actively seeking information to access the scope and scale of the outage.

Given the cold temperatures, the City is also standing up its Emergency Operations Centre, and making plans in the event that the outage is persistent.

Community update: City plans to bring user fees closer to provincial average

Cold Lake, AB – Council will be considering a multi-year plan to bring the City’s recreation user and rental fees closer to provincial averages.

“Staff have been researching user fees that other communities have adopted across the province and Cold Lake has consistently been shown to have very low user fees, sometimes by a very significant margin,” Mayor Bob Mattice said. “While we want to maintain a measure of affordability, this has to be balanced with respect for the taxpayer in general. The municipality balances revenue from user fees and property taxes. The Council is considering adjustments to user fees over time to achieve a balance between what the community pays for services that are not universally used and what is collected through property taxes.”

During its 2026 budget deliberations, Council voted to increase user fees by roughly two per cent to help offset the effects of persistent inflationary pressures on the budget.

In a recreation user fee comparison among 30 Alberta municipalities, however, city staff found that Cold Lake offered the lowest user fees among the group in five of 10 categories. Staff noted that in addition to striking a balance between subsidizing recreation and having users pay for the services they enjoy, setting fees appropriately also helps to establish facility and program sustainability.

“Cold Lake has done a great job with its recreation programming and offering top-notch facilities to our residents,” Mattice said. “Visitors are consistently impressed with the level of service they see in Cold Lake. Council felt that to maintain the facilities and programming we have, especially when inflation has been running hot, it is important to maintain a sustainable level of cost recovery in our operations.”

At its meeting, Council’s Corporate Priorities Committee directed administration to continue with its analysis of the City’s user fees. Council signaled that it would consider a five-year plan to adjust its fee structure in a way that would allow user groups to adjust as needed.

The initial analysis from the administration indicated that increasing recreational user fees, such as ice fees, by 24-42 per cent over five years could bring the City's fee structure more in line with those of other communities, not including market adjustments that other communities would implement during the same period. The impact on recreational fees would vary, with some appearing to align well with comparable market rates.

“We are still very focused on affordability, and we want to keep recreation and city programming as accessible as possible,” Mattice said. “But when you see that some of the fees you are charging are the lowest in the province by a significant margin, it’s only appropriate to take a step back and make sure everything is where it needs to be.”

City Council requested that administration present a few models in a multi-year restructuring plan for the City’s recreation user fee policy. This will be brought to Council for consideration at a future council meeting.

Community update: Council approves grant funding for four of five applications

Cold Lake, AB – Four community groups recommended for funding by the Community Grant Advisory Committee had their applications approved by Cold Lake City Council at its regular meeting held last week.

The Community Recreation, Art, Culture, and Heritage Investment (CRACH) Grant program received a total of five applications, which the grant advisory committee considered at its December meeting. The committee recommended approval of four applications, with funding totaling $26,500.

“It is encouraging to see such a diverse and active base of community groups that continue to host successful events and find success,” Mayor Bob Mattice said. “Each of these organizations contributes to our vibrant community and helps to ensure our residents have exceptional recreation, athletic and cultural opportunities to take part in.”

The approved applications were:
• Age Friendly Cold Lake was approved for a $20,000 Fundraising and Sponsorship Grant to support the groups 2026 Ice fishing Tournament. This event has been supported through the CRACH grant program since 2021.
• The Cold Lake Black Community Association was approved for a $2,500 Arts, Culture and Heritage Grant in support of its year end community celebration.
• The Cold Lake Music Festival Association was approved for a $1,500 Arts, Culture and Heritage Grant for the 2026 Music Festival, to be held from March 17 through March 26, 2026.
• The Cold Lake Sailing Association was approved for a $2,500 Equipment Grant to assist with maintenance of their training fleet. This grant requires matching funds from the recipient.

The fifth application considered by the committee and then Council was denied because the organization had previously received grant funding in the same calendar year, while a previous grant was retracted because the organization that it was awarded to is no longer active.

“Council is very appreciative of the work that the Community Grant Advisory Committee members do,” Mattice said. “They are excellent stewards of a program that has a tremendous impact on our community and our residents’ quality of life.”
