We've heard from quite a few of you about the condition of our roads and we want to say that we hear you. We wanted to share some information for those that may be wondering why the conditions are so bad.

How are potholes formed
https://www.youtube.com/watch?v=rg5Hwety4RU
Unseasonably warm weather has created a rapid freeze–thaw cycle, which is significantly increasing both the formation of new potholes and the deterioration of existing ones.
· The freeze–thaw cycle repeatedly causes water to enter small cracks in the road surface.
· When temperatures drop, that water freezes, expands, and breaks apart the asphalt.
· When temperatures rise again, the weakened asphalt collapses, creating potholes or worsening existing ones.
· This pattern has been occurring frequently this winter due to inconsistent temperatures.
Here’s a great video explanation of how potholes form: How do potholes form?

Why can’t we make permanent fixes currently
· Effective repairs require dry conditions and stable temperatures.
· When moisture is present, any patching compound—particularly cold mix asphalt—will fail quickly as the moisture freezes again.
· In cold weather conditions, cold mix asphalt binds less readily to the surrounding asphalt causing higher failure rates
· Crews can apply short term fixes in priority safety areas, but these repairs are temporary and often degrade much quicker during freeze–thaw cycles.

What are we doing
· Priority focus: high traffic roads, major safety concerns, and locations where potholes pose an immediate risk to vehicles.
· Short term response: cold mix patching only where necessary, with the expectation that these repairs may not last.
· Long term strategy: once temperatures stabilize and surfaces are dry, crews will carry out comprehensive, durable repairs.

Residents are encouraged to report potholes through the Town’s Customer Service Portal:

UTILITY INVOICE DELAYS

Over the past month, we have been transitioning to a new finance system. Unfortunately, we encountered unexpected technical issues that prevented us from issuing monthly utility bills on schedule. Our team has been working closely with the software provider to resolve these issues and ensure the system is functioning reliably.

We understand this delay has caused confusion with our residents and other utility users.

When utility billing resumes:
You will receive your March utility bill.
o No late fees or penalties will be applied to March’s bill
o The due date to pay your March bill has been extended to May 31, 2026.

You will also receive a separate April utility bill, as regular billing resumes.
o This bill will include your regular April charges and any unpaid charges from March
o No penalties will be applied to the March portion of your balance, even if it appears on the April bill.

If you require assistance or a payment arrangement, please contact us and our team will be happy to help.

We appreciate your patience as we complete this transition and remain committed to providing accurate, reliable billing moving forward.

Should you have any questions or concerns, please contact our Utilities Department at 780-514-2200
