when the AUPE strike commences, UNA members will be required to report to work for their regular shifts. Some LPNs will also be required to be at work under AUPE’s Essential Service Agreements (ESAs) with employers.

Under the law, capable and qualified non-union management employees are expected to do the work of striking employees and AUPE is required to send in striking members under the workplace ESA if there are not enough exempt employees to meet the minimum threshold.

UNA therefore recommends that its members keep in mind the following points:

Wear your RN or RPN pin on the job to make it clear why you are at work.
Pay close attention to work that would normally be done by LPNs and HCAs.
Where there is confusion as to what is LPN or HCA work and what is RN/RPN work, seek clarity as soon as possible from your out-of-scope manager.
Note how many LPNs are there on each shift and, if there are insufficient numbers, inform your manager you cannot do the work of a missing LPN.
In the event you are ordered to do LPN or HCA work, obey and grieve later if your refusal is met with the threat of discipline.
Immediately inform your Local or UNA Labour Relations Officer if you feel you are being asked to do the work of striking employees, if more RNs/RPNs are suddenly being scheduled to work, or if you are reassigned to a different work area.
Remember, in addition to minimum levels of staffing for LPNs and HCAs, AUPE’s legally required Essential Service Agreements with employers mean AUPE is responsible for sending in striking employees if there are not enough exempt employees to meet the minimum threshold.

AUPE’s ESA states clearly: ā€œDuring a strike or lockout at a site, the Employer shall not … assign work that would normally be performed by an employee in the bargaining unit that is on strike or lockout to employees in other bargaining units.ā€

UNA strongly encourages members during breaks and time off to join their co-workers on their picket lines as they exercise their constitutional right to take strike action, and to express their support in conversations with elected officials.

The Alberta Union of Provincial Employees has served 72-hour strike notice for its 16,000 member bargaining unit that includes Licensed Practical Nurses, Health Care Aides and other workers employed by Alberta Health Services, Recovery Alberta, Primary Care Alberta, Assisted Living Alberta and the Allen Gray Continuing Care Centre.

United Nurses of Alberta stands with our AUPE co-workers in their fight for a fair collective agreement and UNA members will do everything we can to support our co-workers in this struggle.

United Nurses of Alberta (UNA) stands in solidarity with the Alberta Union of Provincial Employees (AUPE) in their fight for a fair contract.

A strike by AUPE members including Licensed Practical Nurses (LPNs), Health Care Aides (HCAs), and other health care workers may occur soon at Alberta Health Services, Recovery Alberta, Primary Care Alberta, Assisted Living Alberta, and Allen Gray Continuing Care Centre. This does not apply to Covenant Health, Lamont Health Care Centre, or private long-term care facilities.

Key points for UNA members:

Ā·Ā Ā Ā Ā Ā Ā UNA members must report for their regular shifts during any AUPE strike.

Ā·Ā Ā Ā Ā Ā Ā Members cannot perform LPN or HCA duties and should advise their manager if asked to do so.

Ā·Ā Ā Ā Ā Ā Ā If unsure whether a task is RN/RPN or LPN/HCA work, seek clarification from your out-of-scope manager.

Notify your Local or UNA Labour Relations Officer immediately if you are:

Ā·Ā Ā Ā Ā Ā Ā Asked to perform LPN/HCA work, or

Ā·Ā Ā Ā Ā Ā Ā See changes in scheduling that increase RN/RPN coverage.

Ā·Ā Ā Ā Ā Ā Ā RNs/RPNs shouldĀ NOTĀ be picking up shifts that would be replacing an LPN or HCA.

If ordered to perform LPNs’ or HCAs’ work under threat of discipline, obey now and grieve later.

An Essential Services Agreement (ESA) is in place between AUPE and employers. It ensures minimum staffing levels using management and, if needed, AUPE members. The ESA clearly states that employers cannot assign work that would normally be performed by the striking bargaining unit to employees in other bargaining units.

UNA members are encouraged to show solidarity by visiting AUPE picket lines on breaks or days off and by expressing support publicly and with elected officials.

United Nurses of Alberta supports the Alberta Teachers Association and its members in their response to the abhorrent decision by Alberta’s United Conservative Party Government to use the Notwithstanding Clause of the Canadian Charter of Rights and Freedoms to abrogate their constitutionally guaranteed right to free collective bargaining.

ā€œWe absolutely support the teachers and respect the decisions they have and will make,ā€ UNA President Heather Smith told UNA’s Annual General Meeting in Edmonton this morning.

UNA’s leadership will meet and discuss responses appropriate to support and defend the teachers and all working people in Alberta in the face of this unprecedented violation of human rights by Premier Danielle Smith and the UCP government.

At 2 a.m. Tuesday as Albertans slept, the UCP government rammed through a bill ending the province-wide strike by 51,000 public, Catholic and francophone teachers and offensively imposing a four-year collective agreement on the ATA that had been rejected by nearly 90 per cent of its members who were on strike.

The use of the Charter’s section 33, commonly known as the Notwithstanding Clause, is an acknowledgement by the government that it is intentionally violating the fundamental right to free association set out in section 2 of the Charter.

The government had other options to end the strike that would not have violated Charter-protected rights, but chose the ā€œnuclear option,ā€ Smith said.

She said UNA is particularly concerned because the legislation goes further than that typically used in similar situations elsewhere in Canada and because it is the first time the Notwithstanding Clause has been used in Alberta. ā€œThis is an incredibly troubling precedent.ā€

Like UNA members in their recent negotiations for a new collective agreement, Alberta’s teachers were fighting for better working conditions, including class size limits that also protect students and the quality of public education.

UNA and its more than 35,000 members stand in solidarity with Alberta’s teachers and with working Albertans and we will unequivocally oppose politically motivated attacks on workers’ fundamental right

The benefit changes listed inĀ Letter of Understanding #18 RE: Prepaid BenefitsĀ are effective on the first day of the month following 90 days from the date of ratification – this would be August 1, 2025.

These include changes to coverage for massage therapy and diabetic supplies.
Ā 
As part of the new Provincial Collective Agreement, AHS, Recovery Alberta, Primary Care Alberta and Covenant Health have agreed to a 90-day open period for enrolment for employees who have previously opted to not enrol in the benefit program.
Ā 
Most employers are still confirming their process and timelines for the open period. UNA will share more information when the union receives it.
