North Perth residents are invited to attend the Public Information Centre on the proposed Stormwater Rate Study conducted by Watson & Associates Economists Ltd. to learn more about the project, ask questions, and provide comments.
Date: Monday, September 15, 2025
Time: 6:00 – 8:00 p.m.
Location: Elma Memorial Community Centre, 251 Main St., Atwood, ON
What will be discussed:
With increasing demands for stormwater management, driven by infrastructure renewal and expansion, a revision to the municipality’s funding approach for this type of essential infrastructure is needed.
To address this, Watson and Associates Economists Ltd., have developed preliminary rate models, which will be brought forward for Council’s consideration at a later date.
The draft rate model considers expanding the existing stormwater rate, currently applied in Listowel, to include other settlement areas within the municipality, specifically, Atwood, Monkton, Gowanstown and Trowbridge. The proposed rate would apply to communities that have existing stormwater infrastructure and/or benefit from municipal stormwater management services, while also recognizing the potential need for future infrastructure improvements. By including these areas in the rate structure, the approach promotes fairness and consistency across the municipality.
We welcome your attendance at the PIC to discuss this project. If you are unable to attend the in-person Public Information Session, or would like more information on this project, please reference: www.northperth.ca/stormwatermanagement.

Municipality of North Perth Donates Land to Community Living North Perth for Supported Housing Project
North Perth, September 9, 2025 – On September 8, 2025, North Perth Council unanimously supported the donation of a municipally-owned parcel of land at 580 Main Street West, Listowel, to Community Living North Perth for the development of a 15-unit supported housing facility. The 0.3 acre parcel of land, which has been declared surplus by the Municipality, has an estimated market value of $250,000.
Community Living North Perth is a non-profit organization that has been supporting people with developmental disabilities in North Perth for over 60 years. Through housing, employment, and community participation supports, Community Living North Perth empowers individuals to live with dignity, independence, and belonging while fostering a more inclusive and welcoming community for all.
“This project is about more than housing – it’s about inclusion, independence, and opportunity,” said Mayor Todd Kasenberg. “By working together with Community Living North Perth, we can create a place where people feel supported, safe, and connected to the community.”
The proposed housing mix will include four units designated for individuals who are eligible for housing support through the City of Stratford Social Services, helping to alleviate local homelessness pressures and provide stability for vulnerable residents.
“This development is a meaningful investment in people,” said Jennifer Croft, Executive Director of Community Living North Perth. “With the Municipality’s support, we can provide housing stability and independence for individuals who need it most.”
To support this initiative, Community Living North Perth is hosting “The Power of Place to Call Home: An Evening of Building Futures,” on Thursday, October 30th at the Listowel Golf and Country Club.
The event will feature keynote speakers and an opportunity to contribute to Community Living North Perth’s housing campaign. Tickets will go on sale in mid-September, with details available on Community Living North Perth’s Facebook, Instagram, and LinkedIn pages.
