Canadian Engineer Born in Syria Leads Humanitarian R&D Initiative to Rebuild Syria’s Healthcare System (TV Interview link at the bottom)

Montréal, Canada — November 2025
A Canadian engineer, born in Syria, has launched a groundbreaking research and development initiative to help rebuild Syria’s collapsed healthcare system through a secure, open, and intelligent digital-health platform.

The initiative, led voluntarily and on a non-political basis by Dhafir Burhan, aims to create a sustainable foundation for electronic medical information management that can support hospitals, clinics, and public-health authorities across the country.

After years of conflict and systemic decay, much of Syria’s medical infrastructure has been destroyed or disconnected. This project introduces a new model of digitally integrated healthcare, built on open collaboration, technical rigour, and the responsible use of artificial intelligence (AI) — rather than commercial profit.

“This is not about business or politics — it is about responsibility,” said Mr. Burhan.
“Technology should serve humanity, especially where institutions have failed and people are suffering.”

The system is being designed to allow authorized healthcare professionals to store, access, and share patient information securely, ensuring that medical decisions are faster, safer, and more consistent. It also establishes the groundwork for public-health monitoring, medication management, and disease-control planning — all while avoiding dependence on foreign proprietary systems.

AI-Driven Healthcare Intelligence

A core element of the initiative is the integration of AI-driven analytical capabilities. These tools are being developed to help healthcare teams:

Detect unusual patterns and potential disease outbreaks earlier

Identify high-risk cases that may require urgent attention

Use limited resources such as medications, beds, and diagnostic equipment more efficiently

Support doctors and administrators with decision-support indicators — always keeping human professionals in control

Developed using globally recognized open standards and guided by principles of data sovereignty, privacy, and ethical AI, the initiative demonstrates how digital innovation can be used to rebuild critical infrastructure transparently and responsibly.
