Guidelines for Employers
Employers have a legal duty under Ontario’s Occupational Health and Safety Act to take every reasonable action to protect the health and safety of workers. This duty is particularly important in the context of COVID-19, where there is a need to protect workers and the public from contracting the virus.
Employers should carefully review the sector specific guidelines highlighted below and make reasonable efforts to implement the recommended actions. Otherwise, they could face charges and prosecution under the Occupational Health and Safety Act, and employees have the right to refuse work if they feel their safety is at risk.

The guidance documents currently available are listed below, by sector or practice setting. Keep in mind that guidance is likely to change as the pandemic evolves. It is important to refer back to the links below regularly:

Ministry of Health Guidance for the Healthcare Sector
Sector-specific Guidance for Employers from the Public Services Health and Safety Association
Sector-specific Guidance from the Ministry of Labour
Information About Personal Protective Equipment (PPE)
Note that some sectors, like long-term care and retirement homes, have been issued specific guidance regarding the use of masks and other PPE by staff and patients.

For all other sectors, Ontario Health has issued Recommendations on the Use and Conservation of PPE. The use of PPE should be based on the assessment of risk. Specific PPE recommendations have been issued for interacting with suspected or confirmed COVID-19 patients, and for performing aerosol-generating medical procedures (AGMP).

Based on guidance from a Ministry of Health update on March 28, 2020, health care organizations and providers should use this approach to obtain PPE supplies once a need has been determined:

Work with your regular supplier to determine when you will get regular shipments of PPE and equipment
Work within your region/regional table and with other local health care providers to determine if others in your local area have supplies they can provide to you (please see Appendix A for a list of regional table leads)
If none of these actions are successful, escalate to the Ministry’s Emergency Operations Centre (MEOC).
The Ontario government now has a Workplace PPE Supplier Directory to help businesses secure PPE and other supplies.

Important: Physiotherapists Return to Work Guidance from their Regulator
The College has created a set of guidelines that should be implemented by all physiotherapists and their employers immediately. The College recognizes that some of these measures apply only to certain settings. Keep in mind that sector-specific direction from the Ministry of Health and Chief Medical Officer of Health overrules anything that may be in this document

Please review the guidelines carefully and ensure they are in place prior to re-opening your clinic or practice setting.

Update: Guidance from the College in Preparation for Re-opening Physiotherapy Clinics
On May 14, 2020 the Ontario Government announced the re-opening of some businesses in the province, including the resumption of some health care services (elective surgery and in-person counselling).

The College has developed guidance for PTs to use when the restrictions are lifted.

The guidance has been prepared based on Ministry of Health (MOH) and Public Health Ontario (PHO) information and resources, in collaboration with other health care regulators. The guidance reflects what is known as of today, however the situation is fluid and the guidance may change.

Physiotherapists must follow directions provided by Ontario’s Chief Medical Officer of Health (CMOH), the Ontario Ministry of Health’s guidance for the health sector, and the sector-specific workplace safety guidelines. Direction from the Ministry of Health and Chief Medical Officer of Health overrules anything that may be in this document.

Please consider the guidance as preliminary as MOH and PHO requirements may change.

The guidance includes measures that physiotherapists and employers should begin implementing immediately to prepare their physical space and improve existing policies and procedures to ensure patient safety. The guidance covers the following categories:

Please review the guidance for physiotherapists carefully and start preparing for when the restrictions are lifted. The College is also working on a list of frequently asked questions that will address issues specific to the Standards, policies, and delivery of patient care.
