If you work with people, it’s crucial to know how to defuse dangerous situations before they
become violent. This workshop will equip you with a trauma-informed approach to de-escalate
situations with confidence, interpersonal communication skills, and empathy.

You will explore the dynamics of how our brains manage escalating emotions, identify enablers of violence, and learn regulation skills so you can confidently navigate tense situations. By the end of this training, you will have a clear understanding of how to assess the potential for violence and respond with a diverse set of interpersonal tools and strategies.

The Manitoba Library Association is thrilled to announce an in-person screening of The Librarians (watch the trailer: thelibrariansfilm.com) on Friday, January 16 at 6pm at the Université de Saint-Boniface.

This documentary is making big headlines at film festivals and throughout libraryland as it tackles censorship and the freedom to read through the experiences of librarians in a small U.S. town. We will be hosting a panel debrief discussion afterwards to bring the Canadian and Manitoba context into the conversation.

We look forward to seeing you!

For libraries and library workers not in Winnipeg, stay tuned for information about a virtual screening room that will be accessible online throughout the week of January 18-24. Watch for news in our newsletter and social media.

Update from the organizers:

"NNELS and CELA have been able to meet with Finance Minister Champagne's office and discussions have also been held with staff in both the Office of the Minister of Government Transformation, Public Services and Procurement and the Prime Minister’s Office. We are also working in conjunction with CULC (Canadian Urban Libraries Council) and other supporting library organizations on the different, but related, issue of repealing the clause which ensures reduced postage rates for library materials. Both issues are wrapped in the same section of Bill C-15 that proposes changes to the Canada Post Corporations Act.

In our meetings, our message to the government has been the following:

While we welcome Canada Post's and the government's assurances that these rates will not be touched, their statements also continue to support the amendments which repeal these very clauses which guarantee regulatory protection. Ensuring these critical services are enshrined in legislation, rather than being controlled by Canada Post and its Board, protects them from further change without consultation, at the whim of a Board that may not prioritize these issues.

We are deeply concerned with the lack of consultation with the affected communities on these proposed changes which would have a profound impact on people across Canada and our collective ability to provide equitable access to reading.

We call on the government to keep in place these two provisions which provide regulatory protection to ensure equitable access to reading across Canada."

Au nom du conseil d’administration de la Manitoba Library Association (MLA), veuillez trouver ci-joint les lettres que nous soumettons aux comités sénatoriaux permanents des finances nationales ainsi que des transports et des communications, ainsi qu’aux députés du Manitoba.

Ces lettres présentent nos préoccupations majeures concernant le projet de loi C-15, notamment l’abrogation des dispositions qui soutiennent le tarif bibliothécaire et l’envoi postal gratuit pour les personnes aveugles ou ayant une incapacité d’impression. Comme mentionné dans notre correspondance, ces changements auraient des répercussions importantes et durables sur l’accès équitable aux services de bibliothèque — particulièrement pour les membres des communautés rurales, nordiques et pour les personnes vivant avec une incapacité d’impression.

URGENT ACTION NEEDED ON BILL C-15
Today the Board of Directors of the Manitoba Library Association (MLA) submitted letters to the Standing Senate Committees on National Finance and on Transport and Communications, as well as to Manitoba Members of Parliament.

These letters outline MLA's significant concerns regarding Bill C-15, particularly the repeal of the provisions that support the Library Book Rate and free mailing privileges for blind and print-disabled Canadians. These changes would have serious and lasting impacts on equitable access to library services—especially for rural, northern, and print-disabled community members.

From Librarianship.ca:
Late last week, the National Network for Equitable Library Service (NNELS) and the Centre for Equitable Library Access (CELA) drew the Canadian library community’s attention to provisions in Bill C-15 (the Budget Implementation Act) which, if passed by Parliament, would repeal the sections of the Canada Post Corporation Act that provide for:

- free mailing of letters, books, tapes, records and other similar material for the use of the blind; and
- reduced postage for library materials (aka the Library Book Rate).

The proposed repeal was included in Bill C-15 without the government mentioning their intent to do so in the Budget delivered by on November 4, 2025, nor were impacted organizations advised, or consulted with, in advance of its introduction.
