Update February 24, 2026 : Good news! Yesterday, the House of Commons Finance Committee approved amendments to Bill C-15 (2025 Budget Implementation Act) that reinstates the protections for free literature for the blind and reduced postage rates for library materials in the Canada Post Corporations Act.

The new wording reads:
Exceptions — rates
(3.1) The Corporation must provide for
(a) the transmission by post, free of postage, of letters, books, tapes, records and other similar material for the use of the blind; and
(b) a reduced rate of postage for library materials lent by a library to a borrower, including by means of an interlibrary loan.
Bill C-15 must now be sent back to the House of Commons for Report Stage and 3rd Reading. Once passed, it will proceed to the Senate. We do not expect any major changes to this section and certainly none that should cause further harm to Canada Post rates for library materials or materials for the use of the blind.

We would like to thank you to Minister Joel Lightbound, members of the Standing Committee on Finance, and members of the House of Commons and Senate for supporting our efforts to protect reduced postage rates for library materials and free postage for the use of the blind under the Canada Post Corporation Act. This decision will meaningfully impact millions of people across Canada.

A huge thank you to everyone who supported and helped in this important advocacy work. NNELS and CELA worked collaboratively with the Canadian Urban Libraries Council (CULC), the Canadian Association of Research Libraries (CARL), and Public Library InterLINK on this issue. We also worked alongside CNIB, Braille Literacy Canada and other disability partners - all of our voices together have collectively made a difference.

The Running Man by Stephen King. Not her usual pick (she admits to having a low gore tolerance!), but she joined a club where members read a book and then watch the film adaptation. It’s been a great way to explore different genres!

📚 Favourite children’s book:
The Great Brain series by John D. Fitzgerald — she loved the late 1800s setting and the humorous adventures of the mischievous brothers.

✨ Go-to genres:
Fiction and memoir — and she makes a point of reading books by local writers and publishers. Support local!

"Cross-national study turns anecdotal truths into solid evidence on the impact of urban Canadian libraries "

The Canadian Urban Libraries Council / Le Conseil des bibliothèques urbaines du Canada conducted a national study using several research methods, including online surveys and individual interviews. The resulting report offers empirical data that explore in depth the value of public library programs, spaces, and services in the communities they serve.

Main take-aways from the report:
1 - Libraries matter to individuals, communities, and society
2 - Libraries deliver impact across four dimensions
3 - Collections is still a core library service
4 - Broad support among nonusers

Following several years of reduced activity, the members of the Manitoba Library Consortium Inc. (MLCI) have voted to dissolve the organization.

MLCI hired Nordcity, a consulting firm to study the Manitoba library community’s needs and capacity, and to outline the risks and benefits of various paths forward for the organization.

In the final report, Nordicity’s recommendation was “that MLCI formally dissolve as a standalone incorporated entity and that its core mandate be transitioned into a new division within MLA [Manitoba Library Association].”

Join us on Wednesday, February 11 (9am-12pm) for our next workshop - this one to help de-escalate potentially violent situations.

Presented by the Crisis and Trauma Resource Institute, this workshop will equip you with a trauma-informed approach to de-escalate situations with confidence, interpersonal communication skills, and empathy.

You will explore the dynamics of how our brains manage escalating emotions, identify enablers of violence, and learn regulation skills so you can confidently navigate tense situations. By the end of this training, you will have a clear understanding of how to assess the potential for violence and respond with a diverse set of interpersonal tools and strategies.

traditions by using today’s technology and telling stories with the use of multimedia.

It is an action that we can all take to build community and strengthen our ties with one another.
