Helpific on veebipõhine tugikeskkond, mille kaudu erivajadustega inimesed saavad tellida vabatahtlikke abistajaid või tasulisi teenuseid. Arvestades, et riigil ja kohalikel omavalitsustel puudub võimekus tagada puuetega inimestele nn “iseseisva elu” teenuseid (isiklik abistaja, transporditeenused) viimastele vajalikel tingimustel ning mahus, on tegemist keskkonnaga, mis mobiliseerib lähtudes jagamismajanduse mudelist kogukondlikke ressursse ning on tööriist kohalike omavalitsuste sotsiaaltöötajatele - käesoleval ajal puudub ühtne võrgustik/süsteem, mille kaudu oleks võimalik leida isiklikke abistajaid, samuti ei ole vajalikud teenused piisavalt välja arendatud või puuduvad üldse. Tugikeskkonna kaudu saavad rakendust ka need, kes seni on jäänud kõrvale tööturult: noored, eakad ja erivajadustega inimesed ise. Toimub ressursside mobiliseerimine nii, et need, kes vajavad abi, saavad selle tellida kiirelt, mugavalt ja turvaliselt ning need, kes soovivad aidata ja on olnud seni tööturult kõrvale jäetud, saavad abistada vabatahtlikus korras ühiskondliku panuse andmiseks, tööharjumuse tekitamiseks või, et teenida sissetulekut siis, kui see on kõige sobivam (mikroettevõtlus). Nii nagu on öelnud Majandus- ja Kommunikatsiooniministeeriumi asekantsler Keit Kasemets: "Eks see ongi jagamismajanduse peamine mõte, et inimesed saaksid pakkuda oma oskusi, ressursse ja asju siis, kui nad seda soovivad". Puuetega tallinlaste toimetulekut käsitleva sotsiaaluuringu* kohaselt vajavad tööealised erivajadustega inimesed tulenevalt oma puudest kõrvalabi peamiselt järgmistes tegevustes: poes käimine, igapäevane koristamine, asjaajamine ametiasutustega, väljas liikumine, kontakti pidamine teiste isikutega - kuid enamikul (84%) puuetega tallinlastel on igapäeva elu abistajaks või toetajaks tema pereliige, mis ei võimalda puuetega inimestel elada iseseisvalt ja sõltumatult. Pea iga kümnendat (9,3%) puudega inimest, kes vajab kõrvalabi vähemalt mõned tunnid ööpäevas, ei abista regulaarselt keegi. Helpific viib kokku need, kes abi vajavad ja need, kes soovivad abi pakkuda - seni selline otselüli-võimalus puudus. Helpific toob senisesse sotsiaalhoolekandesüsteemi uuendused ning on esimene keskkond Eestis, mille kaudu erivajadustega inimestel on võimalik tellida ühekordseid teenuseid kiirelt, mugavalt ja turvaliselt ning keskkond, kus vabatahtlikel on võimalus aidata kogukonnas abi vajavat inimest. Online-tugikeskkonnas luuakse inimeselt-inimesele abistamise süsteem ning digitaliseeritakse senine sotsiaalteenuste valdkond.

Helpific is a web-based support environment, through which people with special needs can find voluntary helpers or paid services. Taking into consideration that the Government and the local authorities are lacking the capability to ensure people with disabilities with so called “independent life” services (personal helper, transport services) on the conditions and volume necessary for the latter, it is an environment which mobilizes communal resources on the basis of a sharing economy model and is a tool for local governments’ social workers – there is currently no common network/system through which to find personal helpers, also the necessary services have not yet been developed out or are completely non-existing. The support environment is also engaging people who so far have been left out from the labor market: the young, the elderly and people with special needs themselves. The resources are mobilized in a way that those who need help, can subscribe it very quickly, comfortably and safely, and those who wish to help and have so far been left out from the labor market, can help in a voluntary basis to give a communal contribution, to create a working habit or to earn an income when it is most convenient (micro business). As the Undersecretary to the Ministry of Economic Affairs and Communications, Keit Pentus, has said: “The main idea of a sharing economy is, that people could offer their skills, resources and belongings when they wish to do it”.**
According to the social research on the managing of people with disabilities in Tallinn*, people with special needs at the working age need additional help due to their disabilities mainly in the following activities: going to the store, every-day cleaning, conducting with the authorities, moving outside, keeping contact with other people – but most (84%) of the disabled people in Tallinn have a member of their family as an everyday helper or supporter, which makes it impossible for disabled people to live an independent life. Nearly every tenth (9.3%) person with a disability, who needs additional help at least some hours per day, does not get regular help from anyone. Helpific brings together those who need help and those who want to offer help - until now, this kind of direct link possibility was missing. It is like a Taxify for people with special needs. Helpific brings innovation to the current social welfare system and is the first environment in Estonia through which people with special needs have a possibility to subscribe single services quickly, comfortably and safely and an environment where volunteers have a possibility to help a person in need in their community. Person-to-person helping system will be created in an online- support environment and the current social service field will be digitized.
