Scaling Up Oxygen Supply: Meirovich Consulting's Impact During the COVID-19 Pandemic (2020-2022):
Meirovich Consulting has become a key player for UN agencies such as UNDP, WHO and multilateral organizations such as WB, ADB, and KFW during the pandemic and it has kept supporting countries in Africa, Asia, LAC, and Central Asia with different initiatives to scale up the oxygen supply around the globe.
Meirovich Consulting has a team of experienced experts in the field of O2 and medical gases who have contributed to the development of some of the WHO has released for developing and planning O2 supply.
Some of our achievements are listed below:
Central Asia, Armenia:
-Technical audit of the O2 pipeline network as well as existing installations
-Risk management and procurement recommendations
-Beta testing of the O2 survey tool developed in cooperation with WHO to assess the O2 gap at a given Healthcare Facility
-Recommendations for the addition of oxygen sources based on the calculated O2 max demand
Mainly for Astvacamayr, Mikayleyan, and St Grigor Lusavorich hospitals.
Africa, Gambia:
-Site visit and inventory in O2 supply and demand and national level (MoH request)
-Development of an O2 scale-up program dividing the country into 3 regions including the procurement of PSA oxygen plants to achieve a continuous O2 supply)
-Sizing and design of the O2 pipeline network needed for the hospitals of Edward Francis Small Teaching Hospital, Serrakunda, and Ndemban Hospital
-Development of technical specifications for the procurement of PSA plants and medical gases networks (funded by WB and implemented by UNDP)
-Layout drawings for the installation of O2 piping networks
-Assistance/support/technical audit during installation and commissioning of one of the PSA plants.
Europe, Uzbekistan:
-Definition of preinstallations requirements, development of risk evaluation checklist, planning and design of pipeline, and development of technical specifications for procurement of PSA plants, materials, and works (done by WHO)
Main hospitals: Andijan, Bukhara, Fergana, Jizzakh, Karakalpakstan, Khorezm, Surkhandarya, Syrdarya, Tahkent.
In addition, we have supported Ministries of Health in Azerbaijan, North Macedonia, Montenegro, Ucrania, and Moldova to perform O2 demand calculations as well as provide them recommendations on the safe use of O2.
Support to WHO (HQ and EURO Regional Office):
-O2 Scale-Up Programme (co-chairing sessions, and technical/quality editions)
-Design of O2 survey for Healthcare facilities (including the calculation of O2 consumption during regular and COVID-19 activities)
-Risk evaluation, pipeline design, and countries' support based on ISO 7396-1, UK HTM 02 international standards, technical specifications recommendations, and clinical/technical training sessions for regional offices.
