📢 Media Statement – Ross-shire Women’s Aid
Ross-shire Women’s Aid is deeply concerned about the significant reduction in funding currently being faced by local Women’s Aid groups as part of the Highland Council’s contract review process.
For Ross-shire Women’s Aid, this may represent a 69% cut to our funding – a reduction of £165,039.20 since 2024 – as we have not yet received confirmation regarding what funding will be available for refuge provision.
In the past year, we supported 507 women, children and young people across Ross-shire, Skye and Lochalsh. We are on track to reach similar numbers this year, having already supported 270 women, children and young people since April 2025 – many living in remote and rural communities where access to safety and specialist support is already limited.
Cuts of this scale will have a devastating impact on our ability to provide the specialist, trauma-informed support that victim-survivors rely on and may place women and children at increased risk of harm.
Ross-shire Women’s Aid currently operates two refuge facilities across Ross-shire, Skye and Lochalsh. Last year, these refuges supported 17 women and 15 children, maintaining a 78% occupancy rate. So far this year, we have already supported 16 women and 15 children seeking safety.
We welcome the Highland Council’s stated commitment to delivering a Highland-wide Domestic Abuse Service supporting all victim-survivors of domestic abuse. However, we urgently need clarity and meaningful engagement regarding future funding for refuge provision – especially given the substantial reduction in outreach funding and the withdrawal of non-contractual monies including MARAC, Children’s Partnership and Social Work funding.
The ongoing lack of information around refuge funding, and the discrepancy between our experience and the Council’s new Housing Policy, is creating serious operational uncertainty, distress for service users, and anxiety among our employees.
Ross-shire Women’s Aid remains committed to working constructively with the Highland Council and all partner agencies. We call for:
• Transparent dialogue about future service delivery
• Urgent confirmation of refuge funding, and
• A commitment to sustainable investment that protects the safety and wellbeing of women and children across the Highlands.
We believe that a safe Highland cannot be built on the dismantling of specialist services.
