JOB SUMMARY
The Estates & Facilities Manager will be responsible through the Assistant Director for ensuring that the BSO estate and its facilities reflects an environment that is conducive to the delivery of the critical HSC functions provided by the BSO. He/she will be responsible for contributing to and implementing BSO Estates strategies and policies, in support of the development of BSO services.

The Estates & Facilities Manager will have responsibility for providing safe and effective management of the regional BSO Estate and Facilities. The Estates & Facilities Manager will work as part of the Corporate Services team to ensure that the needs of staff, clients and service users are at the core of the way the BSO delivers services and that capital and financial resources are effectively deployed to meet these needs.

The Estates & Facilities Manager will be responsible for the provision of all services appropriate to the management of the BSO’s estate. The Estates & Facilities Manager will work to ensure that the BSO meets its relevant legislative and statutory requirements and ensure that the estates & facility management services are cost effective and provided within agreed financial targets.

The Estates & Facilities Manager shall manage capital and revenue projects allocated by senior management and be responsible for their successful delivery on time, within budget and to the appropriate standard of all such projects.

The Estates & Facilities Manager will oversee all works provided via existing estates contracts to ensure we achieve value for money.

He/she will work to achieve objectives required within the performance management framework for the BSO.

Business Services Organisation (BSO) are delighted to announce that Claire Hamilton (Head of Interpreting Services) won the award for Advancing Diversity and Inclusion Champion at the Women in Business NI Awards in Belfast.

Claire has revolutionised inclusive healthcare in Northern Ireland. Under her leadership, the Interpreting Service has become a lifeline for thousands of patients, ensuring language is never a barrier to safe, person-centred care. By embedding diversity into service delivery, Claire has empowered HSC staff to communicate effectively, reduce clinical risks, and build trust with patients from all ethnic backgrounds. Her strategic recruitment and training of interpreters have expanded access to over 50 languages, driving cultural awareness and compliance with equality legislation. Claire’s vision and dedication have transformed patient experiences and positioned the service as a cornerstone of equitable healthcare.

JOB SUMMARY

In accordance with the BSO Asset Management Strategy and the direction given by the Director of People & Place the post holder is professionally responsible and accountable for leading, developing and coordinating all aspects of an effective property management service that provides for interpretation of complex technical legal advice, monitors compliance; provides assurance of compliance to the Director of People & Place; develops and implement strategic estate plans and contributes to continued service development and improvement.

This role is specifically focussed on developing and driving forward the distinct strategies for Office Accommodation, Supply Chain and Education & Training estates.

The post holder will be expected to provide and lead an effective strategic property and asset service across all of BSO. This will require an innovative approach and regular contact with the relevant Directors, Senior Management and Project Managers, to ensure an efficient service is provided for their respective sites and buildings.

The post holder will be required to take the lead role in managing all property transaction functions including acquisition and disposals of estate, negotiating leases and licences both in capacity as Landlord and Tenant, property searches, technical building surveys, appointing specialist technical contractors, property contracts management, statutory compliance, property risk assessments, advising the Organisation of their responsibilities under the terms of leases and licences.

The post holder will be responsible for ensuring that the BSO Executive Leadership Team is familiar with third party interests, covenants and other restrictions on the use of the building/land and ensuring this is accurately maintained and reflects all changes.

Last week Business Services Organisation (BSO) celebrated International Women’s Day showcasing inspirational women from across the organisation.

Following this, we are delighted to announce that Melissa Cochrane (Head of Programme Delivery, ITS) won the Transformational Leader of the Year award at the Women in Business NI Awards last night.

Melissa deserves this award for her individual excellence and outstanding leadership in driving digital transformation across the public sector. Her exceptional vision, strategic focus and ability to deliver impactful digital services have transformed how healthcare operates regionally.
