Meet Holly Smyth, PaLS Placement Student through the Business Services Organisation Undergraduate Placement Scheme.

Holly is working as a Medical Buyer within the Regional Purchasing team in Procurement and Logistics Service ( ). She is currently studying Business Studies and is due to graduate in June 2027.

Holly has really enjoyed gaining practical procurement experience through the BSO Placement Scheme. Being responsible for purchasing high quality goods and services for the Belfast Health and Social Care Trust, she is by supporting service users as well as patients.

JOB SUMMARY

JOB SUMMARY:
BSO ITS provide a range of services to customer organisations and sectors across the Health & Social Care System in Northern Ireland. The post holder will be primarily responsible for managing the business performance of the services delivered to these customer organisations and supporting growth in Cloud services. This will include leading in supporting ITS in the development of new Service Level Agreements and/or variations to existing Service Level Agreements and implementation of agreed SLA processes. This will also ensure all services provided are accurately reflected and costed.

A key part of the role is ensuring that the services delivered to customers are of the agreed quality required to support the wider business needs of the HSC. This will require working closely with all ITS service areas, the Portfolio Management Office and our customer organisations. This post will include responsibility for monitoring and reporting of key performance data in relation to Service Level Agreements and licence compliance.

The post holder will also be responsible for developing and leading on Business Planning processes, leading the review and implementation of Customer Survey approaches and methodologies, review and development of Benchmarking approaches and ensuring reporting arrangements are in place for customers, governance forums and ITS SMT.

The post holder will also actively lead on behalf of then Service and co-ordinate the development of new systems and services, liaising with external customer organisations and internal service areas, ensuring the necessary licensing, governance and financial reporting processes are in place.

JOB SUMMARY
The BSO Finance Department provides a range of Accounting and Financial Services both within the BSO, engaging with all Directorates across the organisation as well as to a number of Customer Organisations across Health and Social Care (HSC).

The post holder will take a lead in delivering financial accounting, reporting and financial governance services to a range of both internal BSO and external HSC customers and support the delivery of the overall BSO Finance business objectives in this key management position within the Finance team.

The post holder will be responsible to the Financial Accounting and Reporting Manager and deliver against BSO Finance annual business plan, corporate reporting, service level and internal arrangements in support of operational delivery including proactively supporting the drive for continuous improvement.

The specifics of the role will include:
Overseeing effectiveness of financial controls in place for all areas of financial reporting, banking and control;
- Using detailed financial systems knowledge and analysis of complex information to present meaningful financial information to business areas to facilitate effective budgetary control and planning to achieve financial breakeven;
- Oversight of Finance support to business areas and driving improvement in executing appropriate financial governance and implementation of audit recommendations including ensuring business continuity arrangements are in place for provision of Audit Committee services;
- Provide day to day line management responsibilities of the team in the areas of financial reporting, general ledger controls, banking, cash management, governance and financial accounting.
