All our projects are funded and non-profit making, made up with part time staff and volunteers. The Four Clocks Centre is the main project where we facilitate meeting rooms for many organisations as well as sign posting and being home to the Kings Trust, Time For You Tearoom and also

Infant feeding peer support group led by a trained breastfeeding and formula feeding/support/information. baby sensory play and toddler play free healthy snack for weaning babies and toddlers. an opportunity to meet new mums and socialise babies under 3 years old. FREE TO ATTEND

Bishop Auckland Family Contact Centre - "Putting Your Children First"
The family contact centre is a place where a child or children of separated families can enjoy contact with the absent parent in a relaxed, safe and comfortable environment. This helps to maintain contact between a child and both parents. Cultivate 4 Life - "Footsteps to a brighter future"
This project aims to support the young people and adults of Bishop Auckland and surrounding areas, with their current circumstances and needs, providing a holistic horticultural working environment and one to one support, together aid the community they are a part of. The Four Clocks Club - this project is aimed for the older generation of Bishop Auckland, who may need some company to help combat loneliness or isolation. So, if you are looking for a fun filled Friday afternoon then please feel free to join this club, they enjoy a range of activities and have drinks/cakes. The club runs every Friday (not including bank holidays), 13:00 - 15:00 and has a small charge of £2.00 per week. The club also enjoy going out visiting places, some previous trips include; Doncaster, York, Shields and Lanchester Garden Centre. The Four Clocks Memory Club - is aimed for those in the community who suffer with Alzheimer's/Dementia. The club runs fortnightly on Tuesdays from 13:00 - 15:00, Again, all activities are designed to help those remember the good old days whilst enjoying tea/coffee and cakes.

♻️ Don’t forget, your waste and recycling collections are changing from 31 March!

Here’s what you need to know 👇

🟦 Glass recycling
You can no longer use your green box for glass. Instead, all glass should go in your blue-lidded bin along with paper, card, plastics and cans.

🛍️ Extra recycling
If your blue bin is full, you can put extra recycling (except glass) in a clear plastic bag and leave it next to your bin.

❗ Important: we can’t collect any glass that isn’t inside the bin.

🟩 What about your green box?
You don’t need to return it; you’re welcome to keep and reuse it. Any glass boxes left out from now on will be removed.

🌍 Why the change?
This update helps reduce the number of containers needed at home and prepares for the introduction of food waste collections later this summer.

Plans to introduce enforcement measures to deal with empty shops in two County Durham towns could move a step closer next week.

Our Cabinet will be asked to confirm the boundary areas for a pilot High Street Rental Auction (HSRA) scheme in both Bishop Auckland and Stanley following a public consultation.

The HSRA scheme was introduced by the government as part of the Levelling Up and Regeneration Act 2023, to tackle persistent vacant units in town centres. It allows authorities to undertake an auction, offering a lease of up to five years, on a privately owned property, if other attempts to engage and work proactively with a landlord have failed.

Cabinet agreed to launch a public consultation on the proposed HSRA pilot areas last October, with responses supporting the suggested boundaries and highlighting the importance of greater business variety.

Following feedback, the boundary for Stanley has been extended to include the full length of Front Street, Royal Road and the top of Station Road.

Cllr Karen Allison, Cabinet member for leisure, tourism and high street, said: “We are committed to revitalising high streets across County Durham and ensuring residents and visitors have access to vibrant town centres, which are home to a wide range of businesses.

“We are already doing all we can to work proactively with landlords to achieve this, but these HSRA powers provide us with an additional tool to speed up the recovery of town centres. We look forward to bringing positive change to Bishop Auckland and Stanley as part of the pilot scheme to bring these high streets up to the standard expected by our residents and encourage even more visitors to both towns.”

We approved piloting the HSRA powers in Bishop Auckland and Stanley as both meet two of the principal conditions for the scheme - the number of high street properties unoccupied continuously for 12 months or more, and the opportunity for local benefit. Both towns also show the largest increase in vacancy rates, at 3.25 per cent in Bishop Auckland and 3.2 per cent in Stanley.

We offer a range of financial support to help improve, refurbish, or support alternative uses for town centre properties through a number of initiatives, including the Targeted Business Improvement scheme, Property Reuse Fund and the Town and Villages Programme.

We already address vacant shops through a five-step plan which establishes engagement with landlords of identified properties, alongside education, encouragement and enforcement.

Before the HSRA process can begin, we must be satisfied that the premises is suitable for auction and has been vacant for a year, or cumulatively for more than a year within a two-year period. We must also determine if the process would benefit the local society, economy and environment.

Once the designated HSRA areas are approved, we’re required to survey the vacant properties within each boundary to understand if they are suitable for auction, establish appropriate types of use for each property and assess any works a landlord may need to undertake to meet a minimum standard.

Preparing for the next stage of the HSRA process will take around 22 weeks, with the first auction properties to be let through the process expected to be occupied in autumn this year.
