Perth & Kinross Council – Keeping Our Cemeteries Safe
In line with national guidance and legal requirements, Perth & Kinross Council carries out regular memorial safety inspections in all cemeteries. This follows Scottish Government guidelines issued in 2019 and the Burial Management (Scotland) Regulations 2025 which commenced in March 2025.
Why Inspections Are Needed
These inspections are essential to protect visitors and staff, following a tragic incident in 2015 and recommendations from a Fatal Accident Inquiry.
We understand how sensitive this process can be. Before inspections begin:
- Signage is placed throughout the cemetery
- Local councillors and funeral directors are informed
How Memorials Are Inspected
- A visual check is followed by a hand pressure test
- No mechanical testing is used
- Staff are fully trained to carry out inspections safely and respectfully
Memorial Safety Categories
Category 1 – Stable
No movement detected. Reinspection in 5 years.
Category 2 – Minor Movement Detected
No immediate risk but will be reinspected within 2 years. A YELLOW notice is placed in front of the memorial.
Category 3 – Significant Movement Detected
Immediate action required. The memorial will be laid flat to prevent harm. A RED notice is placed, and if contact details are available, the owner will be notified by letter. Should the necessary repairs not be instructed within 3 months, the Council may proceed to socket (partially bury) the memorial on the lair to ensure its long-term safety and stability.
Please Note:
Only qualified memorial masons should carry out repairs. For your safety, do not attempt to move or fix a memorial yourself.
