Disabilities Fife We work to improve access to service and equality of opportunity for all disabled people in Fife. After about a year it was suggested we formed our own group.

Disabilities Fife was formed in 1994, following Fife Regional Council’s changes of the equal opportunities consultative process. The first minuted meeting was in September 1994 (and it seems this was the first time the group came together as the Independent Disability Network). The new process marked the end of the Disability Working Group, (which started in 1989/90 and brought together disable pe

ople and staff of Fife Regional Council to discuss issues which emerged). There was seen to be a need for an Independent group, which would represent the views of, disable people throughout Fife and meet on a regular basis to discuss issues of common concern. The Independent Disability Network Group and other disabled people in Fife met together with an interest in such independent provision. Sheila Henderson (Reid Howie Associates) was involved with the Disability Working Group when she was the Equal Opportunities Officer at the Regional Council. Following the establishment of Fife Independent Disability Network (FIDN), RHA provided support with organising the meetings, undertaking administrative work and preparing the minutes from the beginning in 1994 until the first worker was appointed in 1995. Fife Independent Disability Network was born and the initial Management Committee consisted of:

We wanted especially Independent in the name as we did not want others dictating what our policies. After many years of trying simply to get our name about, we are regarded as Fife’s main Disability Group. We have found that it is better we have a hands on approach since it is people like ourselves who are affected by wrong decision making. It is more cost effective if we are consulted in the beginning instead of after mistakes have been made. We have been and are involved in:
Social Works - "Home Care including 2 reports"
Transport - "Advice on trains, buses and stations"

Access - "With October 2004 now enforced, all buildings including Schools, Hospitals, and Countryside should be accessible, we like to make sure they are. The three areas central, west and north east Fife are looked after by three representatives from FIDN who look over plans which are submitted to Building Control or Planning for acceptance. They make sure disable people’s needs are met at the planning stage". Fife Independent Disability Network is a voluntary organisation and registered charity set up in order to provide a regular forum for raising issues relating to disability. People come together in an informal setting to share information, and discuss relevant issues, whether relating to discrimination service improvements or more general queries. In 1997 the network received funding from Fife Council to employ a worker to develop and support the work of the network. This has proved to be a successful and valuable networking function for disabled people living in Fife. In 2001 FIDN received funding from the Coalfield Regeneration Trust to employ a sessional worker to network in the West of Fife. This work lasted for 6 months and helped spread word of our work to the West Fife villages. After producing a Work Plan in 2001, FIDN decided to produce Briefing Papers to inform people of issues. The first, on Transport was launched in November 2001. The second, on Home Care, was launched in July 2002. Research and campaigning

FIDN recently listened to public concern about cuts to the Home Care Service. Following a Network meeting we consulted with the Manager of the Home Care Service in Fife and were able to give examples of the real effects on ordinary people. As a result £000s were added to this budget from the Scottish Executive. Then, we commissioned independent research to get a clear picture of this service. Community action and consultation
FIDN listened to concerns from members of the public over transport issues in Fife. Volunteers from the Management Committee carried out research, produced a Transport Briefing Paper which informed every elected member (Councillors, MPs, MSPs) of the position. This information was also sent to relevant organisations (Railtrack, Stagecoach, etc) and was used to brief Fife Council's Transport Department. We also held workshops for disabled people to have an opportunity for their views on community transport to be heard. This led to meaningful consultation. Committee Work
Members of the Management Committee sit on various committees in Fife Council, NHS, etc. In this way, we are kept up to date with issues and have our say. We provide feedback to members via Network meetings and through our quarterly newsletter. Consultation
For example, we have several members who represent Disabilities Fife on the Access Assessment Group in Fife Council. We work alongside the Planning and Building Control Departments. This means that often potential access problems are sorted out at an early stage. It also means that Disabilities Fife via AAG can put pressure on managers, owners of buildings who do not go far enough under the Disability Discrimination Act to ensure access. Members from all over Fife come together several ties per year to discuss disability issues and raise concerns. Individual members are also involved in a number of consultative groups, generally with statutory bodies such as NHS Fife, Fife Council and even the Scottish Government.

: Campaign Fortnight (22 October – 4 November 2024)

Disability Equality Scotland, Glasgow Disability Alliance, Inclusion Scotland - along with other Disabled People-Led Organisation’s (DPO) across Scotland - have joined together for a fortnight of action and campaigning to demand justice and deliver equality for disabled people.
We need your support for this critical campaign.

The Background

Disabled people are in the midst of a perfect storm. Austerity measures and the impact of cuts to services, benefits and budgets, together with the Covid pandemic, have had a disproportionate effect on disabled people. Simply put, we have experienced increasing poverty and inequality and human rights regressions and have been forgotten by Governments and left behind by those in power.

* 63% of Disability Equality Scotland survey respondents use independent living or lifesaving equipment and 75% of respondents said that they were very worried about their ability to pay energy bills (Winter Fuel Fact Sheet).
* 47% of Scots disabled people reported that they were struggling to keep up with their energy bills compared with 29% of non-disabled people and 47% of Scots disabled people reported that they had cut back on food compared with 32% of non-disabled people, (Inclusion Scotland’s Fuel Poverty Briefing 2024).

Glasgow Disability Alliance’s Summer Survey of disabled people paints a bleak picture requiring immediate attention and actions. In this survey 97% of disabled people were concerned they had been forgotten in Government priorities and plans. The most recent Programme for Government reveals that their concerns were valid.
A rising tide is threatening to drag disabled people under, unless urgent action is taken. We want to ensure that the Scottish Government takes urgent and bold action, so that disabled people get the essential support that they are entitled to.

* Disabled people make up 27% of the population in Scotland (October 2024 House of Commonshttps://researchbriefings.files.parliament.uk/documents/CBP-9602/CBP-9602.pdf
* Scotland’s Census 2022 found that the percentage of people reporting a long-term illness, disease or condition increased from 18.7% in 2011 to 21.4% in 2022. Numbers reporting a mental health condition have doubled and figures are still being analysed for people with learning disabilities/learning difficulties and developmental disorders so the total is higher than is currently known.

Disability Equality Plan

For too long now disabled people have been denied basic rights that everyone else takes for granted – because the vital supports we need are missing; because policy incoherence deepens the poverty and inequality we face (e.g. social care charges and because there is a lack of willingness to take action).

This is why ourselves, Glasgow Disability Alliance and Inclusion Scotland have worked tirelessly with the Scottish Government for the past 20 months. Our agreed aim was to develop a bold and action focused Disability Equality Plan which would improve lives.
Despite the Programme for Government 2023 commitment to deliver an Immediate Priorities Plan to address the cost of living and energy crisis of winter 2023 and the Programme for Government 2024 promising to deliver on a Disability Equality Plan which would ensure the voices of disabled people would be at the centre of policy and decision-making, we are still waiting. To be absolutely clear:
* no actions have yet been taken;
* no commitment to meaningful actions has been made and;
* there has been no progress towards Disabled People’s Equality.
As a result, disabled people and our DPOs are demanding justice!

The Campaign

The 3 DPOs leading this campaign have invested considerable time and energy to no avail. Our collaboration on an immediate priorities plan began as a genuine attempt at co-design and has ended in collapse of all promises and ambition – leaving us struggling to defend our involvement to our members, in what has turned out to be a less than transparent process.

and we are demanding the following to make that happen:

Ask 1: Increase investment in the Advice in Accessible Settings Fund to enable a focus on accessibility of existing projects providing welfare rights and debt information and support.
Why? Because disabled people are facing the rising tide of extra costs of being disabled, barriers to work, and obstacles to securing social security benefits which provide an anchor in keeping them afloat.

Ask 2: Invest in Social Care and Scrap Social Care Charges including charges applied to recipients of the Independent Living Fund.
Why? Because social care charges plunge disabled people into deeper poverty, trapping them so that they cannot pursue opportunities and choices including participation in their families, communities and wider social and civic life and also including education and work opportunities.

Ask 3: Invest in and protect funding for Disabled People’s Organisations.
Why? Because disabled people have been systematically failed by a lack of plans and actions to address poverty, inequalities and thwarted life opportunities and we are routinely excluded. DPOs offer a lifeline to disabled people, uniquely telling them about their rights and helping them to reframe their oppression and work with others towards solutions to barriers. Emancipatory approaches reframe the source of disability and participatory methods provide collective advocacy and build community and belonging – reducing extreme isolation. DPOs enshrine and uphold the world wide slogan “Nothing About Us Without Us”.

We have had a request for Disabled People in Fife to attend Enable Works in Fife Course. Course starts in Rosyth (Tomorrow- Tuesday with a catchup), while in Kirkcaldy starts on Wednesday 6th March 2023. You can see the information below.

Ashley an Employment Coordinator for Enable Works in Fife is looking for Disabled People in Fife, to attend a next steps into employment group in:

* Rosyth from Tuesday the 20th February, Disabilities Fife (South West Area of Fife). For anyone joining now, a one to one catch
meeting will be arranged.

* While in Kirkcaldy the course starts from Wednesday the 6th March

We hear that the course covers the SQA Employability Award, so all participants will receive an SQA qualification. Next Steps do workshops:

- on money management, and
- alcohol awareness,
- as well as all other aspects of employability.
