Only GMC-registered and licensed doctors should perform Hair Transplant Surgery (HTS) in the UK.

This includes:
- Making skin incisions to harvest hair via Strip FUT
- Making recipient site incisions with a blade, needle, sharp implanter, or other device
- Making donor site incisions for FUE
⚠️ Even when using robotic-assisted technology for FUE, a GMC-licensed doctor must be present and in control of the device at all times. Running the robot must not be delegated to a non-doctor.

These rules are outlined in:
- The Cosmetic Practice Standards Authority (CPSA) standard for HTS (page 14)
- The guidance reflects the position of the International Society of Hair Restoration Surgery (ISHRS)

What can non-doctors do?
- Assist the doctor
- Extract FUE grafts after a doctor has made the incision
- Process and implant grafts using tools that do not cut the skin (like blunt implanters or forceps)

The JCCP and the have signed a Memorandum of Understanding in order to work together to promote best practice and standards in the field of Hair Restoration Surgery linked to a joint commitment to public protection and patient safety.

Executive Chair and Registrar of the JCCP, Professor David Sines CBE, said “The JCCP and the BAHRS have been working together over a number of years to influence policy and practice with regard to the regulation of hair restoration surgery procedures. The recent enactment of the Health and Care Act 2022 includes provisions for the first time for a licensing system to be introduced in England for the sector. Agreeing this Memorandum of Understanding between the JCCP and the BAHRS formalises joint working and establishes a partnership to influence the developments associated with the new legislation and licensing with patient safety and protection at its heart.”

President of the BAHRS, Dr Chris D’Souza, said: “The BAHRS is proud to formalise its relationship with the JCCP through this memorandum of understanding. The BAHRS is dedicated to improving patient safety by promoting standards and regulation in hair restoration surgery. The BAHRS encourages all doctors performing hair transplant surgery in the UK to adhere to the standards set by the CPSA and endorsed by the JCCP in order to give assurance to prospective hair transplant surgery patients that best practice is being followed.”
