Human Tissue Authority The watchdog that ensures organs and tissue are used safely, ethically and with proper consent The HTA is accountable to the Secretary of State for Health.

The HTA licenses and inspects organisations that store and use human tissue for the purposes listed below:

• teaching about or studying the human body
• carrying out post-mortem examinations
• using human tissue to treat patients
• carrying out research on human tissue
• displaying human bodies or tissue in public (e.g. in a museum)

We also give approval for donations of organs and bone marrow f

rom
living people. A living person who wants to donate their organs or
bone marrow has to go through an independent assessment process. This helps to make sure that the interests of donors are looked after. We work under two laws: the Human Tissue Act and the Quality
and Safety Regulations. Our aim is to make sure that these laws
are followed by setting standards that are clear and reasonable,
and in which the public and professionals can have confidence. We also help people to understand these requirements by providing
codes of practice and other advice, guidance and support. The professional members of our Board come from medical and
scientific backgrounds linked to our work, and the lay members bring
a wide range of business, commercial and public sector experience. You can find out more about the members of the Board on our
website. Because the HTA is funded by the Department of Health and
through licence fees, we make aim to provide value for money.

We have renewed our Memorandum of Understanding (MoU) agreement with Care Quality Commission that sets out how we work together to share information and promote quality and safety.

Dr Colin Sullivan, Chief Executive of the Human Tissue Authority said:

"Patient safety and maintaining public trust and confidence is at the heart of our renewed memorandum of understanding with CQC. We will continue to work closely together and share information to achieve these aims. I’m delighted to make this joint commitment, in collaboration with CQC’s Chief Executive Officer, Sir Julian Hartley."

Sir Julian Hartley, Chief Executive of CQC, said:

"CQC and the HTA have a shared commitment to promote patient safety and high-quality care. Close co-operation by sharing information relating to healthcare providers that are regulated by both organisations is essential in supporting that. We have updated our existing memorandum of understanding to provide greater clarity on our respective roles and ensure we maintain a consistent and co-ordinated approach where our work intersects."

"I started my career as an Anatomical Pathology Technologist for my local NHS Trust in 2002, fully qualifying in 2005 working my way up to Mortuary and Bereavement Services Supervisor.

Although I thoroughly enjoyed being an APT, I left in 2016 to take the opportunity of becoming a Regulation Manager for the HTA, working primarily in the post-mortem and public display sectors. I returned to the APT role and mortuary management during COVID, coming back to the HTA in late 2023.

As the APT role has a unique skill set, being a Regulation Manager means I get to use my knowledge, skills and experience from working in the post-mortem sector to benefit the HTA but more importantly to help and support establishments and staff working in the sector.

I particularly enjoy meeting and engaging with people during inspections and events when there is opportunity to discuss things first hand and identify good practice to share across the sector."
