📢 Last night, MPs voted to pass the Universal Credit Bill, including deeply concerning cuts to the health element for disabled people starting a new Universal Credit claim in 2026.
🗣️Chief Executive Officer, Jon Sparkes OBE told The Mirror: “By pushing ahead with these cuts, the Government will condemn disabled people with the most complex needs to poverty and a lifetime of existing rather than living.”
The good news, the Bill no longer affects Personal Independence Payments (PIP), and the short title of the bill has changed to the "Universal Credit Bill" to reflect this. The Government announced that any changes to the PIP eligibility criteria will now be delayed until after the review led by Sir Stephen Timms is complete.
We welcome that the Government has committed to meaningful co development with disabled people through the Timms Review, expected in Autumn 2026. The Minister has assured us that a working group will be set up to ensure lived experience is at the heart of any changes.
Jon added, "It’s important the Government is committed to listening to the needs of disabled people in reforming the PIP system. People with a learning disability should be at the heart of these reforms and we welcome today's commitment and reassurance that this will happen.”
