*Good news to share on carer's Allowance overpayments review*
In late November, we heard that unprecedented changes for carers are underway. The government responded to the Carer’s Allowance overpayments review recommendations. In a major shift, ministers have confirmed that they will reassess cases dating back to 2015. The scandal of Carer's Allowance overpayments shocked many when it was widely reported by the Guardian last year.
In October, 2024, the government published the Independent Review into Carer’s Allowance overpayments – which marked a major breakthrough for unpaid carers. Led by Liz Sayce OBE, the review examined how earnings-related overpayments occurred, how affected carers can be supported, and what needed to change to prevent this from happening again in the future.
The Government has now accepted most of the review’s recommendations, including reassessing all overpayment cases dating back ten years and refunding or reducing debts caused by unclear DWP guidance and poor internal processes over a ten year period. It has also committed to new systems and clearer information to stop these failures recurring. Although the review covered England and Wales, its impact will extend to Scotland and Northern Ireland due to shared systems and historic cases.
This is a long-overdue change for unpaid carers, who have spent years calling out a system that was unfair and punitive. It finally feels like the first step toward rebuilding trust and making sure carers get the support need and deserve.
