VOLTA REGIONAL HEALTH DIRECTORATE HOLDS STAKEHOLDER ENGAGEMENT AND RISK COMMUNICATION SUB-COMMITTEE MEETING ON HPV VACCINE INTRODUCTION

Ho, 18th September 2025 – The Volta Regional Health Directorate convened a stakeholder engagement and the 2nd Quarter Risk Communication Sub-Committee meeting at the Regional Training Centre with support from World Health Organization Ghana to deliberate on the introduction of the Human Papillomavirus (HPV) vaccine and strategies for mass vaccination in Ghana.

The meeting, which brought together key stakeholders including health professionals, partners, and representatives from various organizations, aimed at strengthening collaboration and ensuring effective communication strategies ahead of the vaccine rollout.

Delivering the welcome address on behalf of the Regional Director of Health Service, the Acting Deputy Director Public Health, highlighted the importance of HPV vaccination as a key public health intervention to reduce the burden of cervical cancer among women. She underscored the role of stakeholders in supporting public awareness and mobilization.

The Acting DDPH took participants through an overview of HPV and the HPV vaccine introduction, followed by group discussions on the roles of stakeholders and the development of key messages for public sensitization. The Regional Health Promotion Officer facilitated sessions on effective communication strategies, emphasizing the need for consistent and culturally appropriate messaging.

The engagement also provided a platform for the 2nd Quarter Risk Communication Sub-Committee meeting, during which members reviewed and adopted minutes from the previous meeting and provided inputs into the 2025 Risk Communication Plan.

The session concluded with a call for strengthened partnerships, enhanced risk communication, and collective commitment towards achieving high vaccination coverage in the region.

Dr. Atsu Dodor Embarks on Familiarization Tour to the Ho Municipal Hospital -22nd August,2025

As part of plans to embark on familiarization tour across facilities in the region, Dr. Atsu Dodor, the new Regional Director of Health Services (RDHS), paid a working visit to the Ho Municipal Hospital and engaged with Hospital Management team to appreciate issues on the ground.

The Medical Superintendent of the Hospital, Dr. Agbleze, led the team on a tour around the hospital visiting almost all units and wards.

Remarks by Medical Superintendent
Dr. Agbleze, the Medical Superintendent, welcomed the RDHS and his delegation. He presented a brief overview of the Hospital, highlighting key challenges which include among others, inadequate space, transport challenges, and staffing issues.

Good collaboration with key stakeholders was also highlighted.


Staff Durbar
A durbar was held where staff expressed appreciation for the RDHS’s visit and raised concerns that bordered on the same concerns raised by the Medical Superintendent.
In his response, Dr. Atsu thanked all health workers for their dedication and service to the people.

He acknowledged their concerns and promised that the RHD will try and address all the pressing issues promptly while advocating for broader support from national level, institutions and development partners and also encouraged the hospital’s management team to quickly take steps to address some of the concerns within their control.

He also spoke about staff welfare issues and encouraged all staff to always make sure their health insurance is always active. He cautioned staff to show maximum respect to each other and most importantly clients who visit the facility to receive healthcare.

Finally, he thanked staff and management for the enormous work they are doing for Mother Ghana and inspired them to keep it up.

Volta Regional Health Directorate – 2025 Half-Year Performance Review

The Volta Regional Health Directorate, on 20th August 2025, held its 2025 half year performance review meeting under the theme “Strengthening the Primary Healthcare System for Improved Access to Quality Health Service Delivery: The Role of Networks of Practice (NoPs)”,
The review brought together key stakeholders to assess progress, share lessons, and reaffirm our collective commitment to building a resilient primary healthcare system. By leveraging on Networks of Practice (NoPs),
The Regional Director Dr. Atsu Dodor, in his welcome address, asked BMC heads to look at the review as a family meeting and be frank on issues facing the region for all to deliberate on to find lasting solutions to them so as to help bring quality healthcare to the people.
He assured the stakeholders that the Directorate will continue to support to promote collaboration, innovation, and knowledge sharing across the districts to ensure communities have better access to quality health services.
The chairperson of the review meeting, Dr. Emmanuel Kasu, also in his remark, stated his delight to chair the review meeting. Stressing on theme, he noted that the theme speaks directly to the core mandate of building a resilient and people centered health system. He commended all health workers and encouraged them to participate fully in the review meeting to ensure it's success.

On the 4th of July, 2025, the management and staff of the Volta Regional Health Directorate bid a heartfelt farewell to Mr. Robert Kweku Adatsi, Deputy Director of Clinical Care at the Volta Regional Health Directorate. As one of the longest-serving Deputy Directors in the Ghana Health Service, Mr. Adatsi’s dedication, leadership, and commitment to quality healthcare have left an indelible mark on the region and beyond.

On Wednesday, 2nd July, 2025 the Regional Director of Health Services received the Acting Registrar of the Health Facility Regulatory Authority (HeFRA) Dr. Winfred Korletey Baah and chairman of the governing board of the Ho Teaching Hospital, (HTH) Dr. Delanyo Yao Tsidi Dovlo and board members on a courtesy call visit to the Regional Health Directorate. The purpose of the visit was to formally introduce the Acting Registrar and the board members to the regional leadership and to strengthen the collaborative relationship between the institutions.

The Regional Director warmly welcomed them and commended them for their efforts in ensuring that quality health care is delivered to the people of the volta region and beyond.

Familiarization Meeting with Facility Heads of Finance and Internal Auditors
On Monday, 30th June 2025, the Regional Director of Health Services, Dr. Atsu Dodor, together with the new Deputy Director of Finance, Mr. Samuel Aboni, held a familiarization meeting with Heads of Finance and Internal Auditors from various health facilities across the region. The meeting, held at the Regional Training Centre, was organized to foster stronger working relationships, enhance financial oversight, and align operational goals with the region’s health service objectives.

In his opening address, the Regional Director emphasized the critical role that finance and audit units play in ensuring accountability, transparency, and effective service delivery within the health sector. He stressed the need for teamwork, strict adherence to financial policies, and upholding the highest standards of financial integrity.

Mr. Aboni, the Deputy Director of Finance, provided updates on current financial reporting requirements, budgeting processes, and performance expectations. He underscored the importance of accurate and timely financial reporting, compliance with regulatory frameworks, and collaborative engagement between finance, audit units, and other departments.

Internal auditors were encouraged to maintain their independence and objectivity while providing continuous oversight and support to facility-level operations. During the open discussion, participants highlighted key challenges such as delays in fund releases, logistical constraints for field audits, and the need for regular training on emerging financial management tools.

Facility finance heads and auditors also shared their experiences and offered recommendations. Recurring themes included understaffing in finance departments, non-compliance with audit recommendations, and the urgent need for capacity-building initiatives.

The meeting concluded with a renewed commitment from the regional leadership to strengthen support systems for finance and audit units. All participants affirmed the importance of regular engagements and the establishment of knowledge-sharing platforms to improve financial governance and accountability across all health facilities in the region.

VOLTA REGIONAL HEALTH DIRECTORATE KICKSTARTS 2025 PEER REVIEW EXERCISE HOHOE, - JUNE 26, 2025

The Volta Regional Health Directorate has officially resumed its peer review activities with the first exercise for the year taking place at the Volta Regional Hospital, Hohoe. This follows an official directive by the Regional Director of Health Services to reactivate the process which had been suspended for several years due to the COVID-19 pandemic.

Peer review is a systematic and structured assessment of health facility operations, service delivery, and data quality, conducted by professionals from other facilities. The objective is to promote continuous quality improvement, identify service delivery gaps and best practices, foster accountability and learning, and enhance compliance with national healthcare standards.

The 2025 exercise commenced on Thursday, June 26, with participation from twenty-one (21) hospitals and polyclinics across the region. The review involved a comprehensive evaluation of critical service delivery components at the Volta Regional Hospital. Focus areas included environmental cleanliness, security and safety, infrastructure, human resource management, NHIS claims management, network of practice, maternal and newborn services, health information management, public financial management, governance, procurement and supply chain management systems, WASH/IPC (Water, Sanitation and Hygiene/Infection Prevention and Control), institutional public health, mental health, wellness clinics, medicines and therapeutic practices, hospital emergency preparedness and response, nursing practice, and the staff clinic.

Using standardized tools and checklists, review teams carried out their assessments in a transparent and collaborative manner, engaging directly with hospital staff. The process aimed not only to evaluate but also to educate and support quality improvement efforts.

Performance and Findings

The Volta Regional Hospital was scored 21%, placing it in the moderately performing category. Despite its status as the region’s highest referral facility, the review identified critical gaps in operational and service delivery systems. Key areas requiring urgent attention include weak documentation and reporting practices, inconsistent adherence to clinical guidelines, low staff motivation, inadequate infrastructure maintenance, and weak quality assurance mechanisms.

Next Steps

Following the dissemination meeting on the scores and findings, a balloting process was conducted to select the next facilities for review. The region has been divided into four networks for this purpose. The facilities selected from the ballot are Keta Municipal Hospital, Akatsi South District Hospital, St. Anne’s Hospital, and Margret Marquart Catholic Hospital. These facilities were encouraged to begin preparing in earnest for next week’s round of reviews, as the process continues to roll out across the region.

A Commitment to Quality Improvement

The peer review exercise has been described as a timely and strategic step towards strengthening healthcare delivery in the region. Speaking after the exercise, the Regional Director of Health Services commended the high level of participation by health facilities and reaffirmed the Directorate’s commitment to supporting the Volta Regional Hospital in developing a robust improvement plan based on the review findings.

The Directorate emphasized that peer reviews will continue across the region as a core strategy to uphold and improve healthcare quality standards. These exercises are expected to foster a culture of continuous learning, accountability, and performance excellence across all levels of healthcare delivery.
