The IPA Club in conjunction with the Association of Retired Police Officers ( ARPO ) will again be organising the Robbie Burns night at the IPA club, on Saturday 24thJanuary 2026, at 7.30pm for 8.00pm

Please note that family and friends are welcome to come.

Promotions in the Royal Gibraltar Police

Four RGP officers have been promoted to the ranks of Sergeant and Inspector.

The promotions follow recommendations by a panel of representatives from the Royal Gibraltar Police, Gibraltar Police Authority and HM Government of Gibraltar, at the conclusion of a selection process held in June of this year.

These officers had been shortlisted for promotion pending the results of promotion processes held over the last month for the ranks of Superintendent and Chief Inspector.
Promotions to the rank of Inspector:

• Police Sergeant Albert LODDO, who joined the RGP in 2004 and served as a front-line police officer in operations before joining CID and Drug Squad. He was promoted to Sergeant in 2014, and has served in the Neighbourhood Policing Unit, as a front-line Custody and Crown Sgt in Response Teams and in the Economic Crime Unit. He will shortly be formally transferring to the Economic Crime Unit.

• Police Sergeant Louis Bruzon, who joined the RGP in 2009, was promoted to Sergeant in 2018, and has during his policing career to date served in the Ops Division with various Response Teams, within the Criminal Investigation Department, the Crime Desk Department as the Forces Crime Registrar and is currently serving in the Professionalism Division as Inspector Professional Standards Department. He will be formally transferring to RGP Professional Standards and also take over the portfolio for Recruitment and Training.

Promotions to the rank of Police Sergeant:

• Police Constable Samira MOHAMED, who joined the RGP in 2011, and has during her career to date served in Response Teams, Neighbourhood Policing, Professional Standards Department (PSD), Criminal Investigation Department (CID), Public Protection Unit (PPU) and MAPPA Coordinator Gibraltar (Multi-Agency Public Protection Arrangements). She will be transferring to the re-established Community Policing Team that will commence its operations on the 5th January 2026.

• Police Constable Nigel KELLS, who joined the RGP in 2018, and has during his policing career to date served in Response Teams, Traffic Department and within the Crime Division. He will be remaining within a uniformed Response Team.

Promotions into the Royal Gibraltar Police Senior Leadership Team

The Commissioner of Police is pleased to announce three promotions into the RGP’s Senior Leadership Team (SLT).
The promotions follow recommendations by a panel of representatives from the Royal Gibraltar Police, the Gibraltar Police Authority, HM Government of Gibraltar, and an external independent member, at the conclusion of a selection process held during the month of November.

Promoted to Chief Inspector – Inspector Tanya McLeod

Tanya McLeod joined the RGP in 2011 after completing her A-levels and served the early part of her career within the Operations Division’s Neighbourhood Policing and Response Teams. After transferring to Crime and Protective Services as a detective, she served within the Safeguarding and Offender Management Teams, completing training in areas such as specialist interviewing of victims and vulnerable persons, the specialist child abuse investigation programme, and Senior Investing Officer training.
She was promoted to Police Sergeant in November 2018 and served as a Crown Sergeant within a uniformed Response Team until her promotion to Inspector in May 2023. After transferring to the RGP’s Professional Standards unit, she successfully completed professional standards and counter corruption training.

At the time of her promotion, Insp McLeod had been performing the role of Detective Chief Inspector for Crime & Protective Services in an acting capacity.

Chief Inspector McLeod currently chairs the RGP’s Women in Policing Forum and is the Vice-Chair of the United Kingdom’s Overseas Territories Women in Policing Forum. She is also a qualified Public Order Unit Commander as well as an accredited Hostage and Crisis Negotiator.

In April of this year, she was awarded the “Inspirational Leadership Award” at the British Overseas Territories Women in Policing Awards 2025, following a nomination and selection process overseen by an independent policing coordination committee supported by the UK Foreign, Commonwealth and Development Office (FCDO).

Promoted to Chief Inspector – Inspector Luis Garcia White

Luis Garcia White joined the RGP in 2011 following a brief career in the Royal Gibraltar Regiment. After serving in one of the uniformed Response Teams, he was seconded to the Criminal Investigation Department (CID) and later the Serious Crime Unit as a detective. In 2015, he served in the newly formed Money Laundering Investigation Unit, where he remained until his promotion to Sergeant in 2020.

As a Sergeant, he served within a uniformed Response Team as a Crown Sergeant until his promotion to Inspector in June 2024, whereupon he returned to the RGP Economic Crime Unit as Detective Inspector. In addition to his primary roles, he has served as an Authorised Fi****ms Officer and Close Protection Officer, also successfully completing a range of specialist courses in Financial Intelligence, Financial Investigation, and Confiscations.

He holds the ICA specialised certificate in Money Laundering Risk in New Technology and a Professional Diploma in Leadership & Management. CI Garcia White is also a qualified Senior Investigating Officer and Tactical Fi****ms Commander.

In April of this year, he was awarded the “HeForShe Award” at the British Overseas Territories Women in Policing Awards 2025, following a nomination and selection process overseen by an independent policing coordination committee supported by the UK Foreign, Commonwealth and Development Office (FCDO).

Promoted to Chief Inspector – Inspector Phil Ackerley

Phil joined the Royal Gibraltar Police in February 2018, after serving in South Yorkshire Police since April 2004. Prior to relocating to Gibraltar, he had formed part of a uniformed Response Team in Sheffield, progressing to the role of designated response driver upon completion of his 2-year probationary period. After 5 years in a Response Team, he transferred to the proactive Road Crime Unit where he successfully completed a range of specialist driving and vehicle examination courses and participated in several football policing operations. Upon promotion to the rank of Sergeant, he transferred to the Neighbourhood Policing Team based in Sheffield, where he remained until he relocated to Gibraltar.

After joining the RGP as a Police Constable and completing his initial training and mandatory probationary period within a uniformed Response Team, he transferred to the Roads Policing Unit and took the opportunity of sitting and passing his promotion examination to Sergeant. Upon promotion to Sergeant, he returned to Response Team policing to perform the roles of Custody Sergeant and Patrolling Sergeant, before being posted to the role of Sergeant at the Marine Section. In 2022, he successful applied for a vacancy as Crown Sergeant, returning to lead one of the RGP’s uniformed Response Teams, successfully passing the Inspector promotion examination and achieving promotion to Inspector in May 2023. He was then assigned the Inspector portfolio encompassing Marine Section, Fi****ms Training and Specialist Police Search.

In June 2024, he successfully completed the Public Order & Public Safety (Bronze) Operational Commander course with Greater Manchester Police and returned to the UK several months later to complete the Events Policing course. Inspector Ackerley has been one of two Inspectors responsible for the operational management of all Gibraltar’s major public events in 2024 and 2025. Recent examples of operations include Lincoln Red Imps UEFA conference league fixtures in October & November, the UK Carrier Strike Group visit, and the Christmas Festival of the Lights.

Commenting on the promotions, Commissioner of Police Owain Richards said, “I am really pleased with the outcome of this latest promotion process and express my thanks to panel members for their support throughout the entire process, and to the candidates for their performance, conduct and commitment to serving our community.

“These latest appointments reflect the professional experience and outstanding leadership values demonstrated by each of the successful candidates and I am particularly pleased to welcome the first ever female Chief Inspector in the RGP’s history”.

Promotions to the Royal Gibraltar Police Senior Leadership team

The Commissioner of Police is pleased to announce several promotions and appointments into the Command Team of the Royal Gibraltar Police.

The promotions follow an application process that involved written submissions and interviews conducted by a panel chaired by the Commissioner of Police Owain Richards, who was supported by senior representatives from the Gibraltar Police Authority, HM Government of Gibraltar and an independent panel member.

Promoted to Assistant Commissioner – Superintendent Mark Wyan

Mark Wyan joined the Royal Gibraltar Police in 2002, after obtaining a First Class (Honours) degree in Psychology and Criminology. He served much of his early career within the Operations Division, as a Response Team and Neighbourhood Policing Team officer, before later moving to the RGP Fraud Squad as a Detective Constable.

Following his promotion to Sergeant in 2012, he was part of a team tasked with the force-wide implementation of two pieces of significant legislation, namely, the Criminal Procedure and Evidence Act and the Crimes Act. In 2015, Mr Wyan was promoted to the rank of Inspector, initially leading one of the 24/7 uniformed Response Teams before moving to other areas such as Training, Criminal Justice and Resource Management.

After successfully completing a Law Conversion Degree, he undertook the Bar Professional Training Course in 2015 where he attained a grade of ‘Outstanding’. Mr Wyan was called to the Bar of England and Wales in 2018 and later completed and passed the Professional Certificate of Competence in Gibraltar Law.

Mr Wyan was promoted to Chief Inspector in July 2020, supporting the development of the Corporate Services team overseeing several organisational development projects such as the implementation of HMICFRS recommendations, the 2021/2022 Annual Policing Plan and the 2020/21 Annual Report. Following his promotion to Superintendent in 2021, he assumed command of the RGP’s Professional Division until 2024, when he assumed responsibility for Crime & Protective Services. Mr Wyan has been performing the role of Assistant Commissioner in an acting capacity since the retirement of former Commissioner Richard Ullger in April of this year.

Mr Wyan holds a range of qualifications across various police disciplines, including in investigations, public order, fi****ms, and has also completed the UK College of Policing Executive Leadership Programme. He is currently one of the RGP’s Strategic Fi****ms Commanders for both pre-planned and spontaneous fi****ms operations.

Promoted to Superintendent – Chief Inspector Alex Enriles

Alex Enriles joined the Royal Gibraltar Police in 2006, initially serving in a frontline 24/7 Response Team before moving to the Neighbourhood Policing Unit. In 2010, he joined the RGP Fraud Squad as a detective, and on promotion to Sergeant in 2012, he returned to the Neighbourhood Policing Unit. Following an organisational re-structure in 2014, Mr Enriles transferred to Crime & Protective Services, performing the role of Detective Sergeant for Economic Crime and the Designated Risk Management Team.

Following his promotion to Inspector in 2016, he served as the first Inspector of the newly created RGP Public Protection Unit, which brought together detectives in the Safeguarding and Designated Risk Management teams. In 2018, Mr Enriles transferred to the RGP’s Professional Standards Department, becoming its first dedicated Inspector and assuming the additional role of Data Protection Officer. On his promotion to Chief Inspector in 2021, he remained within the Professionalism Division, overseeing training, professional standards, information management and vetting, criminal justice and file preparation. In 2023, Mr Enriles was awarded the Overseas Territories Policing Medal in the King’s Birthday Honours, for services to policing and Gibraltar in establishing the Multi-Agency Public Protection Arrangements (MAPPA) for Gibraltar. Mr Enriles also served overseas in 2024, when he was temporarily seconded to the Royal Montserrat Police Service to cover the post of Acting Commissioner following a request for policing mutual aid.

In April 2024, he returned to the Operations Division where he assumed the role of Deputy Divisional Commander until earlier this year, where he covered the post of Divisional Commander for Professionalism in an acting capacity until his promotion to Superintendent last week.

Mr Enriles holds a range of qualifications across various police disciplines, including in investigations, professional standards, public protection and fi****ms. In addition to his primary role, he is also one of the RGP’s designated Strategic Fi****ms Commanders and Tactical Fi****ms Commanders, for both pre-planned and spontaneous fi****ms operations.

Promoted to Superintendent – Chief Inspector Sean Perera

Sean Perera joined the Royal Gibraltar Police in 1997, initially serving in a frontline 24/7 Response Team before joining the Criminal Investigation Department (CID) and later the Drug Squad as a detective. During this time, he was also a member of the Public Order Unit and was briefly seconded to Special Branch. He was promoted to Sergeant in October 2008 and to Inspector in May 2014, after which he returned to the Operations Division to serve in uniformed policing for a period of time before returning to Crime & Protective Services.

As an Inspector, he served in Force Intelligence and later as the Executive Coordinator of the multi-agency Gibraltar Coordinating Centre for Criminal Intelligence and Drugs (GCID), which also housed Gibraltar’s Interpol sub-bureau. During this time, Mr Perera received an international award for fostering international cooperation against organised crime groups.

In 2021, Mr Perera was promoted to Chief Inspector and returned to the Operations Division, where performed the role of Deputy Divisional Commander with responsibility for all frontline uniformed policing teams. In early 2024, Mr Perera was temporarily seconded to the Royal Montserrat Police Service to cover the post Acting Commissioner following a request for policing mutual aid. In late 2024, he returned to Crime and Protective Services as the Detective Chief Inspector, and since earlier this year, he has been covering the post of Divisional Commander in an acting capacity.
Mr Perera holds a range of qualifications across various police disciplines, including in investigations, fi****ms and public order. In addition to his primary role, he is currently one of the RGP’s designated Tactical Fi****ms Commanders for both pre-planned and spontaneous fi****ms operations, and a Public Order Tactical Commander for events, football and protest policing.

Commenting on the promotions, Commissioner of Police Owain Richards said, “I am really pleased with the outcome of this promotion process, and take the opportunity to thank my fellow external panel members for their support throughout the entire process, as well as to the candidates themselves for their performance, conduct and commitment to service.

“All three senior appointments reflect the wealth of professional experience, dedication to service and outstanding leadership qualities demonstrated by each of the candidates. I very much look forward to the new Assistant Commissioner and both Superintendents joining myself and Superintendent Chipolina in the RGP Command Team, as we steer the RGP through current and emerging policing security challenges whilst also driving forward RGP key strategic priorities such as community safety, prioritising workforce investment, and strengthening local and international collaboration.”
